Bulletin boards did exist on micro-net in the 80's and PC's were already there running on windows as the graphical interface. However, Commodore 64 wasn't able to display graphics as it had a simple 40 character display.
Photos could have been digitized with a scanner although they were only available at select venues.
The modems I believe were running at 9600 bauds/sec already by 1988 if I remember correctly.
This explains the USA side of the equation..
In India they were most likely still trying to figure out the modalities of defecation.
