Afghan - Iran clashes over Water Rights

It is very difficult to beat Taliban. They are continuously at war since 3 decades. So they are well trained commandos . They have better command in Guerrala warfare . Afghan Mujahideen has upper edge against any larger and decisively better equipped foe.

If a viable opposition arises in Tajikis, Hazaras, Uzbekhs, Turks then Afghanistan can easily be divided. Only issue would be like you mentioned the gurilla war would continue for decades to come. Taliban are tribal people so they will keep on fighting.

Considering this map how would Iran control the water flow of Helmund without taking considerable Afghan territory?

Either a deal needs to be signed or, if Afghanistan builds a dam or tried to stop the water then it could lead to war. Iran can annexe the territories but gurilla attacks would take place for decades. A buffer state would suit Iran.
 
The governments of Afghanistan and Iran must establish lines of communication and refrain from fighting each other. Peace must become priority number one and a settlement must established for sharing the water of the river, equitably.
 


On 18 May, President Raisi, during a visit to this province, said: "I want to say to the rulers of Afghanistan to take my words very seriously: I'm warning them to give [Iran] its water share as soon as possible… take my words seriously not to complain [about the consequences] later."

 
Pakistan and Iran should work together to balkanize Afghanistan.
Perhaps, but this could also be resolved/brokered under the auspices of the SCO.

In exchange for infrastructure (from China) to better manage the water and provide a fixed amount of water to Iran (under a treaty), Iran would recognize the Talibs (by treaty).

For the afghans a path to recognition and preventing neighbors from sponsoring proxies or carving out territory should be focused upon, if the Talibs hope their government will survive.

For China, securing and expanding potential BRI routes are important. Chinese trade routes would provide the afghans with stable transit trade revenue and rail infrastructure to potentially attract Chinese mining companies.

Also as this potential conflict will show, the afghans are no match for the Iranian military. A stable and neutral Afghanistan with recognition from China could buy enough defensive arms to keep its border secure.

Akin to the Swiss approx. 200 years ago, For all of Afghanistan’s neighbors, having the Afghans renounce all territorial claims outside their current borders in exchange for recognition and guarantees of not supporting proxies would go Ali my way in stabilizing Afghanistan to focus on rebuilding and becoming a neutral nation.

Also, recognition by Iran with the right agreements in place could help Shias and minority ethnicities in Afghans as well as Afghans in Iran, boosting the authority of both governments.

Can the Taliban not just sit still for literally two seconds??

They're about to get folded by a power that can actually use its strength properly, rather than Pakistan which claims to have the 7th strongest military but rather has it's hands tied.
 
Taliban are good at only one thing. War, and nothing else.
If there's no war they are a sorry waste of oxygen on earth, because they are useless in everything else.
That's why they have to constantly crest wars to be useful.

Annexing people who don't behave (partisan actions) is annoying because they will attack you the whole time, like the West ™ let it happened, without strong responses (killing off 100 males aged 16-60 in that area) or you have to use more historical measures, like killing the 10-100 for 1 dead/injured/attacked own in the area it happened.
So, if you don't have the guts to do what is nessecary, don't start annexing wildlings cause it will only cost and not end.
These people aren't bad in the meaning of "bad".
They are products of circumstances like every being in this world.
In THEIR view of the world, we are kuffar, lower than cattle. IMO they are wildlings who shall live in their cave, best would be to fence that area and let them live their litte life, if they starve/die/die out, doesn't matter, not have anyhting of value.
IF Afghanistan would be our neighbour and they start their annoying BS, I would pledge for securing (with most brutal measures) a 50km buffer zone.

Your only real option is to seek sensible people amongst the Tajiks, Uzbeks and Hazars and create buffer zone around the problem areas

No,not annexing all of Afghanistan. They can take over a large zone there in the southwest and fill it with Hazaras and the IRGC. And act as a buffer and protectorate
