Really doubt, if it will change the mentality of the people, however, job well done Pakistan, utilize this opportunity for the return of refugees
This is the time Pakistan should call for a conference to generate funding to rebuild Afghanistan, so that refugees can go back. The World needs to know that if there is a gap in funding in Afghanistan, Not only the present Refugees but more people inside Afghanistan will migrate to countries beyond just Pakistan and Iran, but will try to get to the Gulf Countries and Europe.
This kind of Funding can go to major projects like Dams and housing, so that Agriculture is stable. These are the most important factor because, if People have enough to eat and a home to call their own, they maybe willing to move back.
Finally, Pakistan should try to find a way to get the contracts for these re-construction efforts to Pakistani Companies, to generate employment in Pakistan. Similar to how Japan's economy was boosted by US funding during the Korean war for supplies and logistics, Pakistan too should use this moment to support the construction industry.
Mutually beneficial projects on the border, like the proposed Kabul river Dam (cost would be under $1 billion for the dam), which can supply a lot of water for Afghan as well as Pakistani agriculture should one such project. Funding to lay down a railway line between Quetta and Turkmenistan should be another, and the TAPI pipeline would be a third (although Pakistan should try to get the pipeline to go to Karachi harbor and not to India).
