A way to stop specific member from creating new threads

Is there a way you can stop specific member from creating new threads for certain duration (like a month).. complete ban on posting is sometimes too harsh.

yar .. I was saying, too many stupid threads now a days, but you cant ban those members because they did not violate any rules. Better stop them for some period from making threads... they can still post everywhere.

thats what happens in normal ban ...
in addition to be able to have specific user banned from opening thread
i want the ban process to be step by step..

1 infraction : Ban from opening threads outside members club
2 infractions: Ban from opening thread
3 infractions: ban from posting outside member's club
4 infractions: ban from posting anywhere

You can highlight such members in the GHQ so they can be properly advised.
