Meh, faking government statistics are way hard than people like to believe. This is because key indicators of a nation is interconnected with a large of elements. Basically, if you fake one, you have to fake a dozen more to collaborate it and a dozen more for each one of those to make sure those appear right. Hence the whole saying if you don't want anyone to know, then the only way is not doing it.
