1. The international maritime court give China the rights (non participations arbitration case).

2. China's attitude didn't change for 40 years. "Cool down the disputes, expore together, and solve the disputes by bilateral negociation." Have China altered this propose? No. Phillipines once positively responsed China's these suggestions in 1980's.

And through the propose, China and Vietnam solved North Gulf disputes in about 2000's.

Actually china does not want to because its 9 dash line is illogical can't hold wait on the court yes its true that one country can refuse to participate it should because it show the county willingness to resolve the issue but china continue to insist on its own claims that is illogical and how can we china out said that we have any rights to area now you want us to go bilateral then say the same thing for that to happen one must meet half way not reject it outright.

There is nothing about logic, territory has no logic. China present the 9(11) dash line in 1930's, during WWII, Japan occupied all, and put those islands under Taiwan's government. After WWII, China take back Taiwan including these islands, deploy navy to receive them, and issue official administration map in 1948. This is post-wwII international system.

Maybe both nations' representitives joining in the negociation knows those evidences.

By the way, further in my thought, logic can be considered for mutual understanding and compromise, but logic about territory is hard to be taken as condition.
