thank you for the detailed answer.51.3% of Nepal's population are Terai (plains) people, and 48.7% are Pahari (people of mountains), Nepal has histotically treated its Terai citizens as 2nd class citizens, and the tussle over this discrimination is very old. For example, Terai people hold only 2.5% of Nepali civil services jobs.
Now the Nepali government has made some last moment changes in the new constitution that gives only 65 seats out of total 165 seats of the Nepali parliament to the majority Terai people, rest of the 100 seats are with the minority Paharis. Some reports are putting that figure at 60:105!! This ensures a perpetual rule of Paharis in Nepal.
India has worked closely with all Nepali political parties for last 10 years to build a consensus for a fair constitution, the last minute changes destroy the 'fair' bit from the constitution, so India feels that it has a stake here to restore the 'fairness' back into the new constitution.
Besides, India has open border with Nepal, and China is on the other side, any civil war or scessionist movement that might result in Nepal due to this cobstitution will be detrimental to India's interest. It will create unrest into the Indian territories and establish China firmly in the northers Nepal. I think India's stand will damage Indo-Nepal ties in the short term, but it is good for the long term stability of both India and Nepal.
That's how I see it.
And btw, India is not blocking anything, it's the protesting Nepalis who are blocking it to put pressure on the Nepali govt., they have also burnt down some trucks. @baajey
