We need to reduce personnel and invest in tech rather than manpower.Increasing numbers is not an option.

If we are to rely more on tech, then we need to invest in tech. But most of the money goes into personnel, so there's no money left for more tech. And we can't simply decrease personnel first, we need tech to come in first.

The only way out is economic growth and time.
