‘Ease of Doing Business’ WB ranking: Pakistan moved down by eight points in 2006

LAHORE: Pakistan is ranked down in the Ease of Doing Business at the World Bank ranking, as it dropped by eight points in 2006 (ranked at number 74) compared with 2005 (when it was ranked at number 66). However, it is still far better than India, which is ranked at 134 in the world ranking for 2006 against 138 in 2005.

Pakistan, with robust growth in near past and a population of 155,772,000, is categorized as a low-income country in terms of Income category with a population size of 155,772,000 and GNI per capita of $690.00.

The term Ease of Doing Business include starting a business, dealing with licenses, employing workers, registering property, getting credit, protecting investors, paying taxes, trading across borders, enforcing contracts and closing a business.

Starting a business (2006): In 2006, Pakistan is ranked at number 54 in terms of starting a business against at 44 in 2005. Starting a business primarily deals with the challenges of launching a business and it Includes the number of steps entrepreneurs can expect to go through to launch, the time it takes on average, and the cost and minimum capital required as a percentage of gross national income (GNI) per capita.

Dealing with licences (2006)

In terms of dealing with licences, Pakistan showed an improvement in 2006 and ranked at number 89 against at 93 in 2005 and it includes the procedures, time, and costs to build a warehouse, including obtaining necessary licences and permits, completing required notifications and inspections, and obtaining utility connections.

Employing workers (2006): So far as the employing workers is concerned, Pakistan registered a downward trend in 2006 with a ranking at number 126 against ranking at 120 in 2005.

Registering property (2006): Pakistan also ranked at lower side in terms of registering property in 2006 at 68 against its ranking at 57 in 2005. This indicator includes the number of steps, time, and cost involved in registering property.

Getting credit (2006): Getting credit also became a little bit difficult in Pakistan during 2006 and it ranked at 65 against 59 in 2005. The Credit Information Index of the World Bank measures the scope, access and quality of credit information available through public registries or private bureaus.

Protecting investors (2006): In terms of protecting investors, Pakistan is ranked at number 19 in 2006 against 18 in 2005. The indicators under this head describe three dimensions of investor protection: transparency of transactions (Extent of Disclosure Index), liability for self-dealing (Extent of Director Liability Index), shareholders’ ability to sue officers and directors for misconduct (Ease of Shareholder Suits Index) and Strength of Investor Protection Index.

Paying taxes (2006): Pakistan showed an improvement in the ranking of paying taxes, as it stood at number 140 in 2006 against 143 in 2005. The data under this head shows the tax that a medium-size company must pay or withhold in a given year, as well as measures of the administrative burden in paying taxes. These measures include the number of payments an entrepreneur must make; the number of hours spent preparing, filing, and paying; and the percentage of their profits they must pay in taxes.

Trading across borders (2006): Pakistan also registered impressive growth in terms of trading across borders and it is ranked at 98 in 2006 against 117 in 2005 and the costs and procedures involved in importing and exporting a standardized shipment of goods are detailed under this topic. Every official procedure involved is recorded - starting from the final contractual agreement between the two parties, and ending with the delivery of the goods. India, however, maintained its last year ranking of 139 in this count and no upward or downward revision took place during 2006.

Enforcing contracts (2006): In terms of enforcing contracts, Pakistan remained stagnant and ranked similar to the last year at number 163. This is determined by following the evolution of a payment dispute and tracking the time, cost, and number of procedures involved from the moment a plaintiff files the lawsuit until actual payment.

Closing a business (2006): In terms of closing a business, Pakistan is ranked at 46 in 2006 against at 34 in 2005. The relevant data identifies weaknesses in existing bankruptcy law and the main procedural and administrative bottlenecks in the bankruptcy process.
