A.) Majority of refugee influx is due to natural disaster (Like famine, earthquake, poverty and such), not war.

B.) Japan and South Korea have taken refugee, they are tough to get in, but they do take refugee, mostly from other South East Asia/East Asia nation. South Korea taking many Northern Refugee from Korean War to today, Japan has taken up numerous Chinese refugee even today, but if you are talking about non-Asian refugee, then yes, Japan and South Korea did not usually takes refugee from South Asia or Africa
