The one in the picture is not an Mi-8, that is an Mi-17. See the tail rotor.

As for the tender, anybody who has been to Multan AVN base, would see three Mi-8's in dire condition right beside the taxiway. I doubt that they would be able to fly. Punjab Government had recently sent a request to the federal government for purchase of one or more helis for VIP duties, which was denied. Interior ministry is not going to buy them, so probably Askari Aviation(do they operate rotary aircraft ? ). Probably some international company or something.
