In journalistic language when it was quoted within single quotes means, 'hey readers, we were told by the state that they were kidnappers but we do not believe it and we do not know the real truth yet'. Read the title again. It says "Seven 'kidnappers' killed in China's Xinjiang".

we must remember that electrification rate in India is only 50%, so only top elite Indians and purebred white Americans with Indian names can post here.
