PESHAWAR:
Eight people, including two children and three FC personnel, were injured in Kurram district on Sunday as Afghans from across the border opened fire on them over a dispute over the construction of a road.
According to reports, Afghans crossed the border into the Kharlachi area of Kurram district and “illegally” tried to build a road. The locals there tried to stop them from building a road on their farmlands.

This led to an exchange of fire and unrest there. The Afghans fired mortar shells inside Kharlachi, Borki and other localities of the area, injuring eight people, including two children and three FC personnel.
According to an official at Parachinar District Headquarters Hospital, the condition of the two children was serious. Many livestock in the area were also killed because of the shelling from Afghanistan.
Three Afghans also suffered injuries in the clashes.
In a statement on Twitter, Human Resources Minister Sajid Turi condemned the Afghans’ trespassing of the Pakistani border in Kharlachi, their atrocities and targeting of the civilian population.
He demanded an immediate end to these transgressions. He said that the residents of Kurram and the security forces of Pakistan were well aware of how to protect their homeland.

The minister emphasized that violence had never achieved anything and that the best way to resolve disputes between neighbouring countries was to hold talks.
Turi added that Pakistan wanted good ties with Afghanistan and its other neighbouring countries and was willing to iron out differences with them through the process of dialogue.
The minister stressed the need for resolving territorial disputes between the two countries, using two-sided jirgas and diplomatic sources so that such incidents could be prevented in the future.
Turi also emphasised the importance of a brotherly relationship between Pakistan and Afghanistan. He said that the government had already held talks with the neighbouring country on the territorial dispute through a jirga and further negotiations were underway.
“Therefore, the people living on the other side of the border should not try to unnecessarily take over our lands,” the minister said.
Tribal leader Inayat Turi said the clashes had erupted a day earlier between the locals and the Taliban on the Pak-Afghan Borki-Kharlachi border over the construction of a road by Afghanistan.
He added that a ceasefire was reached with the cooperation of local tribal leaders of the Turi and Bangash tribes, Afghan officials and the Pakistan Army.
However, he added that the clashes resumed on Sunday after the Afghan side continued its work with a pair of excavators at the same site.

Seven people, including two children, were injured following firing from across the Afghan border in Kharlachi and Borki near Kurram border on Sunday, according to officials.

Parachinar District Headquarters Hospital (DHQ) Deputy Medical Superintendent Dr Qaiser Abbas Bangash told Dawn.com that the children were seriously injured while several livestock were also killed due to shelling from Afghanistan on the local community.

He said the injured, which also include three security officials, were under treatment at the hospital.
Federal Minister for Overseas Pakistanis and Human Resource Development Sajid Hussain Turi, while confirming the incident, condemned the firing.

In a statement shared on Twitter, he said: “Afghanistan’s violation of Pakistan’s Kurram border at Kharlachi and Borki and targeting the civilian population is condemnable.”
He called for an immediate ceasefire and said the people of Kurram and the Pakistan Army knew well how to “protect their land and befittingly respond to any aggression”.

Turi stressed that aggression and war were not a solution to any problem, adding that Pakistan wanted to solve all problems with Afghanistan and other neighbouring countries through dialogue.
The federal minister also stated that Afghanistan was a brotherly country and Pakistan wanted all “outstanding issues to be resolved through diplomatic channels and dialogue”.

Turi said that land disputes between the people living on both sides of the border should be resolved through bilateral jirga and diplomatic channels so that no such incident takes place in the future as it will damage the fraternal and friendly relations between the two countries.

“He said that we have already held jirgas and negotiations with the Afghan government on the land dispute and more negotiations are needed, and the people across the border should not try to unsuccessfully occupy the Pakistani lands of Kharlachi and Borki,” the statement shared on Twitter reads.

Separately, while talking to Dawn.com, he also said that Pakistani forces had conducted retaliatory firing after the Afghan side’s targeting of the local populace.
The military and the Foreign Office have not made a comment on the situation yet.
Meanwhile, local tribal leader Inayat Turi told Dawn.com that clashes first took place on Saturday between local tribes and the Taliban on the Pak-Afghan Borki-Kharlachi border over “illegal constructions” by Afghanistan.

He said a ceasefire was reached with the cooperation of local leaders, Afghan officials, and Pakistan Army officials. However, he added that clashes took place again today after the Afghan side resumed work with a pair of excavators at the same place.
The tribal leader said that there was anger and unrest among the local population, who were now demanding immediate measures by the officials to respond to Afghan attackers since the incident was direct aggression against Pakistan’s integrity.
He said that shelling from the Afghan side on locals was still ongoing and people were expressing concerns about the risks of injuries to innocents.

A local speaking to Dawn.com said that most of the people were moving to Parachinar city from the two villages.
The development comes amid already tense relations between the two neighbours.

Earlier this week, the border at Chaman was closed for an indefinite period after an armed suspect from the Afghan side opened fire on Pakistani security personnel at Friendship Gate last week, resulting in the martyrdom of one soldier and injuries to two.

A subsequent flag meeting at Friendship Gate between officials from both sides failed to evolve a consensus over the reopening of the crossing.

QUETTA: Pakistan on Monday reopened its border with Afghanistan at Chaman, which remained closed for a week hampering trade between the two neighbouring countries as well as the movement of people through the Friendship Gate.
On Nov 13, the border at Chaman was closed for an indefinite period after an armed suspect from the Afghan side opened fire on Pakistani security personnel at Friendship Gate, resulting in the martyrdom of one soldier and injuries to two.
The decision to reopen the border was taken at a meeting between Pakistani border authorities and Taliban officials held in Chaman.
“The border has been reopened after successful negotiations with the Afghan authorities with some conditions,” Chaman Deputy Commissioner Abdul Hameed Zehri said, adding that the decisions taken at the meeting would be strictly implemented.

The Afghan government assured Pakistan that the terrorist involved in the firing would be arrested as soon as possible and brought to justice.
After the opening of the border, Afghan transit trade as well as import and export of goods between the two countries have resumed.
Hundreds of trucks carrying goods were stranded on both sides of the border which created a shortage of tomato, onion and other vegetables in Balochistan.
Official sources said Pakistani customs on Monday cleared a large number of trucks which crossed into Afghanistan loaded with different goods, while trucks also entered Pakistan from Spin Boldak.
A large number of Afghan and Pakistani citizens struck up on both sides of the border due to closure of the crossing point were also allowed to cross into their respective countries.
FIA officials said only those Pakistanis were allowed to enter Chaman who had legal travelling documents and national identity cards. “Afghans carrying their country’s identity cards were also allowed to enter Pakistan,” the officials said.
Meanwhile, security has been beefed up at the Pak-Afghan border in view of the Nov 13 firing incident.

Pakistan needs to tighten up the Afghan border like the Indian border, shoot any Afghan who steps out of line.
