Oh my god, China wants to give more money to those scientists so they can conduct their research to cure cancers, diabetes, etc.

There's nothing wrong with China giving people money.

However the recipient has to let the US government know. You can't claim you deserve millions of free US Government funding for a project more than someone else only to later find out that you are actually also being subsidized by another source.

That's a great way of getting other projects mad by stealing funding that could have gone to them.
