They had apprehensions...40 percent of health workers were fully vaccinated by march...the remaing didnt come forward..it was only in april when the cases spiked have the remaining workers come forward.

I think the only way forward is to make it mandatory. This shouldn't be left to people to make decisions when it can effect everybody.
