How you came to that conclusion ..You mean those civilians dont have any relatives?If civilians involved then it will come to missing category ..which is not even 15% if one believes that placard...In other states too thousands are missing for their own personal reasons..As per kashmir is concerned those missing persons may be getting jihadi training across the border or rotting in hell after suicide blast
