PESHAWAR, July 15: Renewing its commitment to bringing peace and development in the Federally Administered Tribal Areas (Fata), the government on Friday unveiled Rs15 billion Annual Development Programme for the tribal areas to be executed in the current financial year 2011-12.
We are committed to ensuring peace and development in the tribal areas, Khyber Pakhtunkhwa Governor Barrister Masood Kausar said while chairing a meeting of the Fata parliamentarians and other stakeholders here, which approved the ADP.
The programme outlay carries close to 20 per cent increase compared with the ADP allocation of last financial year, said a handout.
Parliamentarians from Fata, officials of the civil secretariat, political agents of the tribal agencies and heads of line departments attended the meeting. It was informed that total volume of the ADP was Rs15 billion, including Rs1.45 billion share of the Fata Development Authority which carried out development projects in mineral, industrial, skill development, small dams, township development and tourism sectors.
The official statement said that more than 1,000 development schemes, including 300 new projects, would be implemented during the current financial year. The meeting allocated 70 per cent of the total funds for the ongoing schemes and 30 per cent for new schemes. It stressed that all the development projects would be completed within three years.
The new schemes would also include projects worth Rs1 billion proposed by the Fata parliamentarians.
About the development strategy, the meeting was told that it included improvement of the existing infrastructure and construction of new roads and bridges to improve connectivity; emphasis on improved social sector delivery through upgradation and removal of deficiencies from the existing education and health institutions and providing drinking water facilities; and adequate funding to ongoing schemes for timely completion and curtailment of liabilities.
Funds distribution among the tribal agencies and Frontier Regions has been made on the basis of population and area with 65 per cent and 35 per cent consideration, respectively.
The Fata parliamentarians whose certain proposals were accepted expressed their satisfaction over the meaningful consultation in drafting the development programme. They hoped that the new initiatives included in the ADP would enhance the pace of development in the Fata.
Speaking at the meeting, the governor described the unanimous approval of the Fata ADP as a good omen for the progress and prosperity of tribal areas. He praised the participants and relevant stakeholders for their valuable input in finalisation of the programme.
He said that the process of consultation with the elected representatives and other stakeholders would be made a permanent feature of decision-making concerning the Fata affairs.
The governor said that the objective of development process was aimed at removing the prevailing sense of deprivation among the Fata people and facilitating them in all spheres of life.
He said the government`s priorities for the Fata included both the peace and development. However, he added that it was the development that in fact paved the way for peace.
We will continue our efforts to restore peace, but at the same time will make efforts for developing the area, he said.
Mr Kausar said that the concerned departments had been told to improve their efficiency and capacity of funds utilisation. The governor said that the situation in Fata might not be favorable, but it didn`t mean that the government abandoned its efforts for development.
The officials have to perform duties amid risks and those who don`t should leave the space for others, the governor stressed.
