IMO this is the wrong way to go. You go bazooka against the whole waziristan, dump in the army start cleaning this will result in a little bit blowback and till there's army in Waziristan their will be resistance from waziristan or from their masters in Afghanistan so the war will go long. Its time to now try something different. These people from waziristan have seem war all their life, this use to be the main training grown for muhajidens, then al qaida and now TTP. This area can never be civilized. What needs to happen is these areas need to be designated sovereign land and made into national reserves. It needs to be cleared out of population and made into a nature reserve. The sparse population living in these lands need to be moved to areas near to towns and cities and re-settled with dignity and resources. This area should then run wild with non-bi-pedal animals. It should become a free hunting range for an bi-pedal animals after a certain date as they attempt to come from across the border.

The area itself is not the problem,the problem is mindset, 4 decades of wars, gun culture, low literacy rate just to name a few. And scattering people from waziristan all over Pakistan doesn't look like a really good idea to me. Either strike with full force or lay out a separate plan for North and South waziristan.
