That is what was mentioned in early news reports but someone was trying to deflect the motive by saying that the attacker was actually targeting the civilians, it is clear the guy looks to me a young boy and the way he is walking looks to me non-punjabi (probably afghani boy), that is not how local people of lahore walk.

If you look footage frame by frame, then the boy media is pointing out is actually the victim not bomber.
