Well they did have demands the first time Imran Khan went there, which were obviously not agreed upon.
But because of this whole mess in Turkey, Saudi wanted Pakistan to stay with their side so their weren't any demands this time around. And approval for this came from the King and not MBS for that reason as the invitation to attend the summit to IK was sent by the King himself.
And this money is a loan not a grant like the last time when Nawaz Sharif's government came in 2013 Saudi's provided a grant.
