25 military officers guilty of corruption: Antony

New Delhi, March 2 (IANS) Twenty-five military officers, including two of three-star rank and six of two-star rank, have been cashiered or reprimanded for offences ranging from corruption to conduct unbecoming of an officer in the last five years, parliament was informed.

Of the guilty, 17 are from the army, seven from the navy and one from the air force.


'For ensuring high levels of transparency in defence deals and purchases, government has issued orders, in consultation with the Central Vigilance Commission (CVC), for mandatory and time-bound scrutiny of all major procurement and purchase decisions, (worth Rs.750 million and above), by the Comptroller and Auditor General (CAG) and, where necessary, by the CVC,' Defence Minister A.K. Antony said in a written reply in the Lok Sabha.


'Wherever government has apprehensions about a particular case, it is promptly referred to the Central Bureau of Investigation (CBI),' he added.


The following are the details of the officers involved, their offences and the punishments handed down:


Lt. Gen. (retd) S.K. Sahni; Irregularities in procurement of dry rations. Disciplinary proceedings against the officer were commenced. He filed a petition in Delhi High Court against the Court of Inquiry and the disciplinary action. The petition has been disposed of with the direction to take disciplinary action as per due process of law.


Maj. Gen. B.P.S. Mander, Brig. S.K. Handa, Brig. P.S. Gill; all three cases linked to Sahni's.


Maj. Gen. (retd) K.T.G. Nambiar; financial and other irregularities; awarded loss of three years of service for pension and to be severely reprimanded.

Maj. Gen. Rana Goswami; financial and other irregularities; awarded severe displeasure (recordable) by the General Officer Commanding in Chief, Central Command.


G.I. Singh Multani (formerly maj. gen.); financial and other irregularities; cashiered and to suffer rigorous imprisonment for one year.


Brig. D.S. Grewal; Brig. G. Illangovan, Brig. Rajiv Divekar, Brig. R.S. Rana; cases linked with Multani's.


P.S.K. Choudhary (formerly maj. gen.); accepting illegal gratification in 2001 Tehelka sting; cashiered and to suffer rigorous imprisonment for one year.
Iqbal Singh (formerly brig.); illegal gratification (Tehelka episode); cashiered and to suffer rigorous imprisonment for two years.


Maj. Gen. (retd) L.K. Chopra; irregularities in the purchase of IT equipment; Delhi High Court has stayed proceedings on a petition filed by the officer.


Brig. (retd) V.K. Anand; misuse of army personnel for private purposes and obtaining favours from subordinate officers; Delhi High Court has stayed proceedings on a petition filed by the officer.


Lt. Gen. S.K. Dahiya; irregularities in contract for purchase of frozen meat; General Officer Commanding in Chief, Northern Command, has awarded recordable censure.


R.P. Singh (formerly brig.); financial irregularities in the canteen fund account and illegal sale of liquor in the civilian market; cashiered and sentenced to nine months rigorous imprisonment.


Commander C.S. Singh; charged with abusing his position as a public servant, for fabricating purchase records and for conduct unbecoming of an officer; sentenced to rigorous imprisonment of six months and to be dismissed from service, forfeit 24 months seniority in the rank of commander, pay a fine of Rs.62,500.


Commodore N.M.M. Pandit; charged with falsifying official documents, making false declarations, knowingly making fraudulent statements, abusing his position as a public servant, possessing pecuniary resources disproportionate to his known sources of income and for conduct unbecoming of an officer; sentenced to 18 months rigorous imprisonment, dismissal from service, forfeiture 36 months seniority in substantive rank of captain, and a fine of Rs.300,000.


Lt. Cdr. M.P. Verma; charged with conduct unbecoming of an officer, abusing his position as a public servant and for possessing pecuniary resources disproportionate to his known sources of income; sentenced to undergo simple imprisonment of 12 months, dismissal from service, fined Rs.691,700 (Delhi High Court has stayed execution of sentence).


Cdr. A.G. Gandhi; charged with conduct unbecoming of an officer and for knowingly making a fraudulent statement; sentenced to be dismissed from service, forfeit 12 months seniority in the substantive rank of commander, and pay a fine of Rs.7,870.


Capt. I.S. Sandhu; charged with conduct unbecoming of an officer, demanding monetary favours from vendors with whom he had official dealings; sentenced to forfeiture of six months seniority in substantive rank of captain, and to be severely reprimanded.


Cdr. Ajay Gupta; four charges under Section 54 (2) of the Navy Act for conduct unbecoming of an officer; to be dismissed from service.


Capt. Devta Kumar Mishra; charged with falsifying official documents and making false declarations; to forfeit four months seniority in rank.


Gp. Capt. Shamsher Singh; exacting Rs.145,000 from a civilian government employee in return for the selection of his son as a civilian cook; general court martial (GCM) proceedings concluded Nov 6, 2006, and he was awarded forfeiture of seven years service for promotion, forfeiture of five years of service for increased pay, severe reprimand.
