Even if there is a foreign state actor who may be arranging some funds for groups like these, they do not plan these operations. In fact, even the leadership of outfits such as the Taliban (both AT amd TTP), and similar groups do not have total control of their field commanders. The APS attack was apparently the result of one such rogue commander.

Even within Afghanistan, no matter what the AT PR and leadership says, they are in no way fully in control of these rogue commanders, many of whom (we can take an educated guess) have sympathies with other similar groups like IS, Qaeda, ETIM, TTP and others.

To provide some sort of clandestine funding to these groups, or to be in bed with them are two different things.
