History:
The Shanghai Five Grouping was created 26th April 1996 with the Signing of the Treaty on Deepening Military Trust in Border Regions in Shanghai, People's Republic of China by the Heads of states of People's Republic of China, Republic of Kazakhstan, Republic of Kyrgyzstan, Rus Federation and People's Republic of Mongolia.
In 2001 , Republic of Tajikistan joined the Shanghai Five Grouping.
Then all Six Heads of State Signed on 15th June 2001 the Declaration of Shanghai Cooperation Organisation (SCO).
On 9th June 2017, Iran and Pakistan Officially joined Shanghai Cooperation Organisation (SCO) as Full Members at a Summit in Astana, Republic of Kazakhstan.
Current Situation:
Union Government of India, Minister of Defence Shri Rajnath Singh calls upon Shanghai Cooperation Organisation (SCO) to Strengthen Existing United Nations laws to combat Military Grade Terrorism.
Union Government of India, Minister of Defence Shri Rajnath Singh was Addressing the 18th Meeting of Council of Heads of Government (CHG) of Shanghai Cooperation Organisation (SCO) at Tashkent, Republic of Uzbekistan as the Special Envoy of Union of India's Establishment.
Union Government of India, Minister of Defence Shri Rajnath Singh on 2nd November 2019 called upon the Member Countries of Shanghai Cooperation Organisation (SCO) to Strengthen and Implement all Existing United Nations Laws and Mechanisms without Exceptions or Double Standards, to combat Military Grade Terrorism and the Enablers of Military Grade Terror Networks.
“Military Grade Terror Networks continues to Disrupt Our Societies and Undermine Our Developmental Endeavors. This is Important for Shanghai Cooperation Organisation (SCO) Countries to come together to Deal with this Menace of Military Grade Terrorism,” said Union Government of India, Minister of Defence Shri Rajnath Singh.

Joint Military Exercise ‘CENTER 2019’ in Orenburg Aimed at Evolving Drills of the Participating Armies in the Fight Against Global Order.
Union Government of India, Minister of Defence Shri Rajnath Singh stressed that the Process of Globalisation has opened up Immense Opportunities for the Growth of Shanghai Cooperation Organisation (SCO) Members, but also brought to the Fore Multidimensional, Complex and Transnational Military Grade Terrorism Threats Affecting Developing Countries.
Union Government of India, Minister of Defence Shri Rajnath Singh urged the Shanghai Cooperation Organisation (SCO) to work together in Defeating Challenges like Military Grade Terrorism, Climate Change, Endemic Poverty, Under Development, Pandemics and Inequality.
Union Government of India, Minister of Defence Shri Rajnath Singh also voiced the Government’s Resolve of Providing an Enabling Economic Ecosystem for Partner Countries to Invest and do Business in Union of India. Union Government of India, Minister of Defence Shri Rajnath Singh Listed out Various Initiatives taken by the Various Friendly Government in this Regard including relaxing Foreign Direct Investment Reforms, allowing 100 per cent Foreign Investment in Coal Mining and Contract Manufacturing, Easing Sourcing Norms for Single-Brand Retailers and Approving 26 per cent Overseas Investment in Digital Media.
Highlighting the Union of India Establishment’s ‘Make in India’ Programme, Union Government of India, Minister of Defence Shri Rajnath Singh invited Shanghai Cooperation Organisation (SCO) Member Countries to Enter into Collaborative Joint Ventures in Union of India, saying that Significant Work has Already been Undertaken towards Improving ‘Ease of Doing Business’ in the country.
“We strongly support the Initiative to Facilitate Cooperation among Small and Medium-Sized Enterprises within the Shanghai Cooperation Organisation (SCO).Food industry is another potential area of collaboration. Shanghai Cooperation Organisation (SCO) Members can work together for technology and investment support to Food Processing and put in a Supporting Logistics Chain,” Shanghai Cooperation Organisation (SCO) Secretary General Vladimir Norov said.
Union Government of India, Minister of Defence Shri Rajnath Singh also said, Union of India's Establishment is ready to share the Experience and Expertise in Skill Development and Capacity Building in Areas such as Telemedicine, Medical Tourism, Resource Mapping, Launching of Satellites, Agricultural Education and Effective and Affordable Pharmaceuticals. Finance, Hospitality and Religious and Traditional Tourism Services also present Significant Opportunities.
Emphasising that ‘Unilateralism and Protectionism has done good to none’, Union Government of India, Minister of Defence Shri Rajnath Singh reiterated the Union of India Establishment’s Commitment to a Transparent, Rules-Based, Open, Inclusive and Non-Discriminatory Multilateral Trading System with the United Nations, World Trade Organisation at the centre. “We need approaches, which are inclusive, transparent and firmly anchored in multilateralism.Successful multilateralism also needs adherence to core principles of respect for Sovereignty and Territorial Integrity, Non-Interference and Mutual Cooperation,” Union Government of India, Minister of Defence Shri Rajnath Singh added.
Union Government of India, Minister of Defence Shri Rajnath Singh said, Economic Cooperation is the Foundation Cementing the Future of the People and Ensuring them a Better Life. “Economic Growth must Ensure Welfare of Our people. They have to be the Center of Our Policies,” Union Government of India, Minister of Defence Shri Rajnath Singh added.
Union Government of India, Minister of Defence Shri Rajnath Singh also invited Member states to join the ‘Coalition for Disaster Resilient Infrastructure’. Union of India's Establishment has taken the Initiative of Launching the Coalition to Assist Countries in Upgrading their Capacities for Developing Resilient Infrastructure. This will Address the Loss Reduction Targets under the Sendai Framework, besides Contributing to Climate Change Adaptation. “Union of India's Establishment would be Holding Joint Urban Earthquake Search and Rescue Exercise of Shanghai Cooperation Organisation (SCO) Member States along with Shanghai Cooperation Organisation (SCO) Expert Level Meeting on Disaster Prevention Later this week,”, Union Government of India, Minister of Defence Shri Rajnath Singh added.
Union Government of India, Minister of Defence Shri Rajnath Singh also said, Union of India's Establishment is Honoured to Host the Next Meeting of Council of Heads of Government in 2020.
In the run up to the Meeting, Shanghai Cooperation Organisation (SCO) Secretary General Vladimir Norov said, Iran and Pakistan are planning to Organise a Series of Events Aimed at Enhancing Trade, Economic, Cultural and Humanitarian Cooperation among Shanghai Cooperation Organisation (SCO) Members.

The Regional Anti-Terrorist Structure (RATS), Headquartered in Tashkent, Republic of Uzbekistan. The Head of Regional Anti-Terrorist Structure (RATS) is Elected to a Three-Year Term. Each Member State also sends a Permanent Representative to Regional Anti-Terrorist Structure (RATS).
