18th amendment and HEC

Hi

Frankly speaking I don't really know what the 18th amendment is except that the president now no longer in a position to dismiss the government. Once can, perhaps, say that 18th amendment is an umbrella term which in itself contains about 100 changes to the constitution of Pakistan.

One thing I don't understand at all is that what 18th amendment has to do with the HEC devolution. Could you please help me to understand the relation?

By the way, don't you think the devolution is a good step where each province would have its own 'sub-HEC' and would have funds to help its students. This way the students from Balochistan would have more opportunity and chances to scholarships.

In its original form the 1973 constitution had concurrent list which was to be tranfered to the provinces in 10years time. But that did not happened because of 1977 Martial law. So now by 18th amendment these ministries are transfered to the provinces, the list includes about 10 or so federal ministeries like education or health and culture etc. But the Higher education is and was to be with the federal government but This government is demolishing HEC and asking provinces to run all on their own.
One more wrong decision they made is that they have allowed provinces to have seperate curriculums at school and college level, which may not be a good idea as well.

Would someone please tell me how the devolution of HEC is connected to 18th amendment? If you have some systematic and rational answer then you are welcome, then please let me hear your opinion. Thank you.
