সেনাবাহিনীকে যুগোপযোগী করতে ১৩টি পদক্ষেপ নিয়েছে সরকার। এর মধ্যে রয়েছে অত্যাধুনিক সমরাস্ত্র কেনা, সেনানিবাসে নতুন ইউনিট গঠন, আধুনিক চিকিৎসা সেবার ব্যবস্থা, প্রযুক্তিগত উন্নয়ন। পাশাপাশি জাতিসংঘে বাংলাদেশি শান্তিরক্ষীদের জন্যও নেয়া হচ্ছে নানা পদক্ষেপ। সশস্ত্র বাহিনীর আধুনিকায়নে ভিশন-২০৩০-এর অংশ হিসেবে এসব উদ্যোগ নেয়া হয়েছে। সংসদ কার্যে সশস্ত্র বাহিনী বিভাগের দায়িত্বপ্রাপ্ত মন্ত্রী আনিসুল হক সম্প্রতি সংসদে প্রশ্নোত্তর পর্বে এসব তথ্য জানান।
ফেনী-৩ আসনের এমপি রহিম উল্লাহর প্রশ্নে মন্ত্রী বলেন, দেশে সশস্ত্র বাহিনীর মোট সদস্য সংখ্যা ২ লাখ ৪ হাজার ৫৯৬ জন। এর মধ্যে সেনাবাহিনীতে রয়েছে ১ লাখ ৬২ হাজার ১২৫ জন। এর মধ্যে সামরিক সদস্য ১ লাখ ৪৮ হাজার ৬১৭ এবং বেসামরিক সদস্য ১৩ হাজার ৫০৮ জন।
সরকারের পদক্ষেপের তথ্য তুলে ধরে তিনি বলেন, বাংলাদেশ সেনাবাহিনীর উন্নয়ন ও সম্প্রসারণের অংশ হিসেবে সিলেট এবং কক্সবাজারের রামুতে ১টি করে পদাতিক ডিভিশন গঠন করা হয়েছে। দুটি ডিভিশনের অধীনে ২টি আর্টিলারি ব্রিগেড, ৪টি পদাতিক ব্রিগেড ও পদ্মা সেতু প্রকল্প এলাকায় ১টি কম্পোজিট ব্রিগেডসহ সর্বমোট নতুন ৫৩টি ইউনিট/সদর দপ্তর গঠন করা হয়েছে। এছাড়াও পটুয়াখালী জেলায় ১টি ডিভিশন গঠনের কাজ চলমান রয়েছে।
সেনাবাহিনীর জন্য অত্যাধুনিক সমরাস্ত্র প্রসঙ্গে তিনি জানান, বাংলাদেশ সেনাবাহিনীর সমর সক্ষমতা বৃদ্ধির লক্ষ্যে ২০০৯-২০১৬ অর্থবৎসর পর্যন্ত আর্মার্ড পারসোনাল ক্যারিয়ার (এপিসি), আর্মড রিকভারি ভেহিকেল (এআরভি), এপিসি অ্যাম্বুলেন্স, হেলিকপ্টার, সাঁজোয়া যান, হুইল লোডার, ট্যাংক, ট্যাংক ট্রান্সপোর্টার, উইপন লোকেটিং রাডার, মেশিনগান জিপ, সেলফ প্রপেলড গান (এসপি গান), অ্যান্টি-ট্যাংক গাইডেড উইপন (এটিজিডব্লিউ), ট্যাংক বিধ্বংসী অস্ত্র, সাউন্ড রেঞ্জিং ইকুইপমেন্ট (এসআরই), মাল্টি লঞ্চ রকেট, অ্যান্টি-ট্যাংক গাইডেড, হেলিকপ্টার ডাউফিন, অত্যাধুনিক প্রযুক্তি সম্বলিত ৪র্থ প্রজন্মের ট্যাংক এমবিটি-২০০০, এমআই ১৭১ এসএইচ মিলিটারি হেলিকপ্টার, সাঁজোয়া কোরের ট্যাংক টি-৫৯, রাডার কন্ট্রোলড গান সিস্টেম, ওবিএম-১১৫ এইচপি উইথ বোট, স্পিডবোট, পিএডবিএক্স এক্সচেঞ্জ, রেডিও রিলে রিপিটার স্টেশন, রেডিও রিল টার্মিনাল স্টেশন, লাইট এয়ারক্রাফট, ট্যাংক সিমুলেটর, সাউন্ড রেঞ্জিং ইকুইপমেন্ট কেনা হয়েছে।
কয়েকটি সেনানিবাসে নতুন ইউনিট গঠন প্রসঙ্গে মন্ত্রী জানান, ২০১৭-২০১৮, ২০১৮-২০১৯ এবং ২০১৯-২০১০ অর্থবছরে সিলেট সেনানিবাসে ১৯টি ইউনিট/সদর দপ্তর, কক্সবাজার রামু সেনানিবাসে ২২টি ইউনিট/সদর দপ্তর গঠন করা হবে। এছাড়াও লেবুখালী শেখ হাসিনা সেনানিবাসে আগামী ৯ বছরে পর্যায়ক্রমে ৫৬টি ইউনিট/সদর দপ্তর গঠন করা হবে। কিশোরগঞ্জ জেলার মিঠামইন উপজেলায় সেনানিবাস গঠনের লক্ষ্যে প্রাথমিকভাবে একটি আরই ব্যাটালিয়ন (রিভারাইন ইঞ্জিনিয়ার ব্যাটালিয়ন) প্রস্তাব প্রক্রিয়াধীন রয়েছে। ১টি পদাতিক ব্রিগেড এবং ৬৬টি পদাতিক ব্যাটালিয়নকে আধুনিক অস্ত্র ও সরঞ্জাম সংযোজন করে নতুন সাংগঠনিক কাঠামো গঠনের বিষয়টি প্রক্রিয়াধীন রয়েছে।
জাতিসংঘ মিশন কার্যক্রম প্রসঙ্গে মন্ত্রী জানান, জাতিসংঘ মিশন কার্যক্রমে বাংলাদেশ সেনাবাহিনী ট্রুপস কন্ট্রিবিউটিং দেশ হিসেবে চতুর্থ স্থান অর্জন করেছে। জাতিসংঘের বিভিন্ন শান্তিরক্ষা কার্যক্রমে এ পর্যন্ত ১ লাখ ২৭ হাজার ২৮২ জন সেনা সদস্য অংশগ্রহণ করেছেন। তিনি জানান, জাতিসংঘের সাধারণ পরিষদে বাংলাদেশ সরকারের দাবির পরিপ্রেক্ষিতে জাতিসংঘ শান্তিরক্ষা মিশনসমূহের উচ্চপর্যায়ে তথা সাইপ্রাসে ফোর্স কমান্ডার, সুদানে ডেপুটি ফোর্স কমান্ডারসহ অন্যান্য মিশনেও জ্যেষ্ঠ নেতৃত্বে বাংলাদেশ সেনাবাহিনীর সদস্যদের পদায়ন করা হয়েছে। ফলে বৈদেশিক মিশনে কর্মরত সেনা সদস্যগণের মনোবল বহুলাংশে বেড়েছে।
এছাড়াও, সম্প্রতি বাংলাদেশি জাতিসংঘ শান্তিরক্ষীদের কার্যক্রমকে আরো গতিশীল করতে কন্টিনজেন্টসমূহের সঙ্গে মনুষ্যবিহীন বিমান (ইউএভি) এবং মাইন রেজিস্ট্র্যান্ট অ্যাম্বুশ প্রোটেকটেড ভেহিক্যাল (এমআরএপি) সংযোজিত হতে যাচ্ছে। সেনাবাহিনীর চিকিৎসা সেবা প্রসঙ্গে সরকারের পদক্ষেপের কথা তুলে ধরে মন্ত্রী বলেন, বাংলাদেশ সেনাবাহিনী তথা সশস্ত্র বাহিনীর সদস্যদের উন্নত চিকিৎসা সেবার লক্ষ্যে বিভিন্ন কম্বাইন্ড মিলিটারি হাসপাতালে (সিএমএইচ) আধুনিক চিকিৎসা যন্ত্রপাতি সন্নিবেশিত ‘অ্যাডভান্স লাইফ সাপোর্ট’ অ্যাম্বুলেন্স কেনা হয়েছে। এরই মধ্যে ঢাকার সিএমএইচে বোনম্যারো ট্রান্সপ্লান্টেশন সেন্টার ও ইনফার্টিলিটি সেন্টার স্থাপন করা হয়েছে। পাশাপাশি বিভিন্ন বিষয়ে বিশেষজ্ঞ নার্স এবং টেকনিশিয়ান তৈরির জন্য উন্নত ও বিশেষায়িত প্রশিক্ষণ, যেমন- এমআরআই, সিটিস্ক্যান, এবং আলট্রাসনোগ্রাফি মেশিন ব্যবহারের প্রশিক্ষণ দেয়া হচ্ছে। প্রযুক্তিগত পদক্ষেপের তথ্য তুলে ধরে মন্ত্রী জানান, সেনাবাহিনীর সকল দপ্তরে ইন্টারনেট সংযোগ দিয়ে বাংলাদেশ আর্মি নেটওয়ার্ক (বিএনেট) এবং ইন্টারনেট (ওয়ার্ল্ড ওয়াইড ওয়েব) পৃথকীকরণ কার্যক্রম শেষ হয়েছে। প্রায় সকল সেনানিবাসকে নেটওয়ার্ক কভারেজ (ডব্লিউএএন)-এর আওতায় আনা হয়েছে। পার্বত্য চট্টগ্রামের সকল সেনানিবাসে বিটিসিএলের মাধ্যমে টেলিযোগাযোগ স্থাপন করা হয়েছে। এছাড়া সেনাবাহিনীর নিজস্ব মোবাইল ফোনে যোগাযোগের জন্য ঢাকা ও মিরপুর সেনানিবাসে জিএসএম মোবাইল নেটওয়ার্কের আওতায় ৯টি বিটিএস স্থাপনের কার্যক্রম প্রক্রিয়াধীন রয়েছে।
সেনাবাহিনীর জন্য সরকারের অন্যান্য পদক্ষেপের তথ্য তুলে ধরে মন্ত্রী জানান, ২০০৬-২০১০ সময়ে ৩০৭১ দশমিক ৭০ লাখ টাকা ব্যয়ে মিরপুর সেনানিবাসে মিলিটারি ইনস্টিটিউট অব সাইন্স এন্ড টেকনোলজি (এমআইএসটি)-এর অবকাঠমো নির্মাণ (২য় পর্যায়) শেষ হয়েছে। ২০০৯-২০১৩ সময়ে ৫০৫২ লাখ টাকা ব্যয়ে মিরপুর সেনানিবাসে স্থাপন করা হয়েছে বাংলাদেশ ইউনিভার্সিটি অব প্রফেশনালস (বিইউপি)। ২০১৩-২০১৫ সময়ে ৬৪৭৮ লাখ টাকা ব্যয়ে সিএমএইচ ঢাকা সম্প্রসারণ ও আধুনিকীকরণ (২য় পর্যায়)-এর কাজ শেষ হয়েছে। ২০১০-২০১৪ সময়ে ৩২৮৫৭ দশমিক ৪৭ লাখ টাকা ব্যয়ে নির্মাণ করা হয়েছে বিএমএ ভাটিয়ারিতে বঙ্গবন্ধু কমপ্লেক্স।
মন্ত্রী জানান, বাংলাদেশ সেনাবাহিনীতে প্রথমবারের মতো দুইজন নারী শিক্ষানবিশ পাইলটের সফল একক ও দ্বৈত উড্ডয়ন সম্পন্ন হয়েছে। সেনাবাহিনীর কয়েকটি কাজের তথ্য তুলে ধরে মন্ত্রী জানান, সেনাবাহিনী পার্বত্য চট্টগ্রামের দুর্গম অঞ্চলের রাস্তাঘাট নির্মাণ, কক্সবাজার মেরিন ড্রাইভ সড়ক মেরামত ও নির্মাণ, ঢাকাস্থ বনানী ফ্লাইওভার প্রকল্প, হাতিরঝিল সম্বলিত উন্নয়ন প্রকল্প, ঢাকা মহানগরীর এলিভেটেড এক্সপ্রেসওয়ে প্রকল্পের ইউটিলিটি সিফটিং প্রকল্প এবং ক্ষতিগ্রস্ত কিয়াং এবং বৌদ্ধবিহার পুনঃনির্মাণ শেষ করেছে। এছাড়া বহুল প্রতীক্ষিত পদ্মা বহুমুখী সেতু নির্মাণ প্রকল্পের জাজিরা অ্যাপ্রোচ রোড নির্মাণসহ আনুষঙ্গিক প্যাকেজের কার্যক্রমও সম্পন্ন করেছে।

কয়েকটি সেনানিবাসে নতুন ইউনিট গঠন প্রসঙ্গে মন্ত্রী জানান, ২০১৭-২০১৮, ২০১৮-২০১৯ এবং ২০১৯-২০১০ অর্থবছরে সিলেট সেনানিবাসে ১৯টি ইউনিট/সদর দপ্তর, কক্সবাজার রামু সেনানিবাসে ২২টি ইউনিট/সদর দপ্তর গঠন করা হবে। এছাড়াও লেবুখালী শেখ হাসিনা সেনানিবাসে আগামী ৯ বছরে পর্যায়ক্রমে ৫৬টি ইউনিট/সদর দপ্তর গঠন করা হবে। কিশোরগঞ্জ জেলার মিঠামইন উপজেলায় সেনানিবাস গঠনের লক্ষ্যে প্রাথমিকভাবে একটি আরই ব্যাটালিয়ন (রিভারাইন ইঞ্জিনিয়ার ব্যাটালিয়ন) প্রস্তাব প্রক্রিয়াধীন রয়েছে। ১টি পদাতিক ব্রিগেড এবং ৬৬টি পদাতিক ব্যাটালিয়নকে আধুনিক অস্ত্র ও সরঞ্জাম সংযোজন করে নতুন সাংগঠনিক কাঠামো গঠনের বিষয়টি প্রক্রিয়াধীন রয়েছে।
জাতিসংঘ মিশন কার্যক্রম প্রসঙ্গে মন্ত্রী জানান, জাতিসংঘ মিশন কার্যক্রমে বাংলাদেশ সেনাবাহিনী ট্রুপস কন্ট্রিবিউটিং দেশ হিসেবে চতুর্থ স্থান অর্জন করেছে। জাতিসংঘের বিভিন্ন শান্তিরক্ষা কার্যক্রমে এ পর্যন্ত ১ লাখ ২৭ হাজার ২৮২ জন সেনা সদস্য অংশগ্রহণ করেছেন। তিনি জানান, জাতিসংঘের সাধারণ পরিষদে বাংলাদেশ সরকারের দাবির পরিপ্রেক্ষিতে জাতিসংঘ শান্তিরক্ষা মিশনসমূহের উচ্চপর্যায়ে তথা সাইপ্রাসে ফোর্স কমান্ডার, সুদানে ডেপুটি ফোর্স কমান্ডারসহ অন্যান্য মিশনেও জ্যেষ্ঠ নেতৃত্বে বাংলাদেশ সেনাবাহিনীর সদস্যদের পদায়ন করা হয়েছে। ফলে বৈদেশিক মিশনে কর্মরত সেনা সদস্যগণের মনোবল বহুলাংশে বেড়েছে।
এছাড়াও, সম্প্রতি বাংলাদেশি জাতিসংঘ শান্তিরক্ষীদের কার্যক্রমকে আরো গতিশীল করতে কন্টিনজেন্টসমূহের সঙ্গে মনুষ্যবিহীন বিমান (ইউএভি) এবং মাইন রেজিস্ট্র্যান্ট অ্যাম্বুশ প্রোটেকটেড ভেহিক্যাল (এমআরএপি) সংযোজিত হতে যাচ্ছে। সেনাবাহিনীর চিকিৎসা সেবা প্রসঙ্গে সরকারের পদক্ষেপের কথা তুলে ধরে মন্ত্রী বলেন, বাংলাদেশ সেনাবাহিনী তথা সশস্ত্র বাহিনীর সদস্যদের উন্নত চিকিৎসা সেবার লক্ষ্যে বিভিন্ন কম্বাইন্ড মিলিটারি হাসপাতালে (সিএমএইচ) আধুনিক চিকিৎসা যন্ত্রপাতি সন্নিবেশিত ‘অ্যাডভান্স লাইফ সাপোর্ট’ অ্যাম্বুলেন্স কেনা হয়েছে। এরই মধ্যে ঢাকার সিএমএইচে বোনম্যারো ট্রান্সপ্লান্টেশন সেন্টার ও ইনফার্টিলিটি সেন্টার স্থাপন করা হয়েছে। পাশাপাশি বিভিন্ন বিষয়ে বিশেষজ্ঞ নার্স এবং টেকনিশিয়ান তৈরির জন্য উন্নত ও বিশেষায়িত প্রশিক্ষণ, যেমন- এমআরআই, সিটিস্ক্যান, এবং আলট্রাসনোগ্রাফি মেশিন ব্যবহারের প্রশিক্ষণ দেয়া হচ্ছে। প্রযুক্তিগত পদক্ষেপের তথ্য তুলে ধরে মন্ত্রী জানান, সেনাবাহিনীর সকল দপ্তরে ইন্টারনেট সংযোগ দিয়ে বাংলাদেশ আর্মি নেটওয়ার্ক (বিএনেট) এবং ইন্টারনেট (ওয়ার্ল্ড ওয়াইড ওয়েব) পৃথকীকরণ কার্যক্রম শেষ হয়েছে। প্রায় সকল সেনানিবাসকে নেটওয়ার্ক কভারেজ (ডব্লিউএএন)-এর আওতায় আনা হয়েছে। পার্বত্য চট্টগ্রামের সকল সেনানিবাসে বিটিসিএলের মাধ্যমে টেলিযোগাযোগ স্থাপন করা হয়েছে। এছাড়া সেনাবাহিনীর নিজস্ব মোবাইল ফোনে যোগাযোগের জন্য ঢাকা ও মিরপুর সেনানিবাসে জিএসএম মোবাইল নেটওয়ার্কের আওতায় ৯টি বিটিএস স্থাপনের কার্যক্রম প্রক্রিয়াধীন রয়েছে।
সেনাবাহিনীর জন্য সরকারের অন্যান্য পদক্ষেপের তথ্য তুলে ধরে মন্ত্রী জানান, ২০০৬-২০১০ সময়ে ৩০৭১ দশমিক ৭০ লাখ টাকা ব্যয়ে মিরপুর সেনানিবাসে মিলিটারি ইনস্টিটিউট অব সাইন্স এন্ড টেকনোলজি (এমআইএসটি)-এর অবকাঠমো নির্মাণ (২য় পর্যায়) শেষ হয়েছে। ২০০৯-২০১৩ সময়ে ৫০৫২ লাখ টাকা ব্যয়ে মিরপুর সেনানিবাসে স্থাপন করা হয়েছে বাংলাদেশ ইউনিভার্সিটি অব প্রফেশনালস (বিইউপি)। ২০১৩-২০১৫ সময়ে ৬৪৭৮ লাখ টাকা ব্যয়ে সিএমএইচ ঢাকা সম্প্রসারণ ও আধুনিকীকরণ (২য় পর্যায়)-এর কাজ শেষ হয়েছে। ২০১০-২০১৪ সময়ে ৩২৮৫৭ দশমিক ৪৭ লাখ টাকা ব্যয়ে নির্মাণ করা হয়েছে বিএমএ ভাটিয়ারিতে বঙ্গবন্ধু কমপ্লেক্স।

Regarding UN mission, the minister said that Bangladesh Army has achieved fourth place as the country's underprivileged nation in UN mission. He said that in view of the demand of the Bangladesh government in the UN General Assembly, the army commanders, soldiers of the Sudan and the deputy army commanders of Sudan, and other missions were also posted as members of the Bangladesh Army under the senior leadership of United Nations peacekeeping missions.
