Can an Indian member please enlighten on how funds are distributed to local police forces? Is it based on size and density of the area they cover or is it based on statistics and how good those statistics look? Do they get bonuses if their district has less crime reported?

There's gotta be a dozen ways for people to get those weapons. I highly doubt it'd be hard too. I'm sure every rebel or armed group out there that is big and rich enough would naturally attract arms dealers that know how to get their hands on quite a lot of toys.

Why are they scared to report crime?
