If I am not wrong Synthetic Aperture Radar(SAR) is a dual use technology which US was releuctant to share with India recently.
Does anyone know what would be military applications of SAR ?
If you read articles from diplomatic corps of major countries you would know they use subtle signals like this to make a point.
Anyways that is just my guess.
I guess its a signal that Indo-Russia relations are still extremly strong and US will have to do a lot more to replace Russia as India's largest defense supplier
