I dont think any university will have any problem with issuing the Hope certificate, You should just tell them that you need it for the ISSB test they will certainly issue you one , Bonafied certified will not work is the Army you will need your Acctualy report card or a Hope certificate indicating that you will achieve 60%+ marks in your Examination.
