Yes Kabul was modern. However the point that the writer is trying to make is that only Kabul was modern in a sense of mini skirt ( although my definition of modern is science and basic utilities of life) Outside Kabul Afghanistan was fiercely conservative. Ethnic strife and tribal fights were common and this form of mini skirt liberalism wasn't even seen anywhere.

Its the same story about Karachi and lahore. For God's sake Karachi had dance parties and drinking bars.

To say the taliban rule of 1996-2001 changed the society from liberal to conservative is stupid, foolish and highlights ignorance and lack of historical sense as well as rationality.

The reason why this isn't seen now is bcz the 40 years of civil war has destroyed the only city that was worth anything in Afghanistan. It was the Afghans that destroyed that city.
