Simple Quantification of which Pakistani province gets what

Great post but hey still the evil punjabis are looting everything...
lahore is getting 55% of punjab's budget it means 55% for 20 million and 45% for 81 million.

If the post is for providing information then I really appreciate it. If it is here to prove some point, then I have to say population is hardly the right indicator for judging how much should be spent on a province. Each province has its own dynamics, requirements and level of development.

For example in my village in northern Punjab, we have a government's basic health unit, it has a doctor, proper staff and all the medicines. Still nobody in my village visits the place and prefers private treatment, just because almost all of them can afford it. Now the same Basic Health Unit will be a life saver for say people in interior Sindh and Balochistan.

Punjab, especially the northern and central Punjab, was already quite developed at the time we gained freedom. Mostly because it was the recruitment ground for the British Indian Army and also because it had large urban centers already established. This was not the case for Balochistan, which is 47 percent of our land mass.

So instead of just counting how much is spent per person in a province, you should also consider the level of poverty, landmass and other factors as well. Equality does not automatically mean justice.

According to World Bank population of Pakistan was 188,924,874 in year 2015. But the numbers in the opening post here adds up to 211.8 millions. Didn't knew population of Pakistan grew by 22.8 millions in last 2 years.

Because a census has not been held since 1998, all figures including WB are rough estimates. CIA factbook for example puts Pakistan's population at 201,995,540 (https://www.cia.gov/library/publications/the-world-factbook/geos/print_pk.html). The next census is due next month, so we should get a more clearer picture then.

Such a formula of budget allocation has to be agreed upon by provinces which is another mine field.
The Muzloom mentality in certain areas is addictive for public and essential for politicians. For example Akber Khan Bugti of Balochistan remained in Government almost all his life but go see the condition of his own home town Dera Bugti. It's in stone ages. That's because people have to be kept deprived for keeping them under control. And people of those areas like to remain deprived unless provides by their lord.

What we have done here is divide the budget with population to see which province gets the highest share per person , and which one gets the least.
Here are the results in descending order.

1 . Balochistan. Rs 20,642 per person.
289 Billion Rs budget divided by 14 Million Population.

2. FATA . Rs 20,000 Per Person.
110 Billion development fund divided by 5 Million population . FATA always got 20 billion Rs annual development fund from Federal Government. Recently another 90 billion have been added,making the total annual development budget 110 Billion Rs.

3. KPK . Rs 18,300 Per Person.
505 Billion Rs Budget divided by 28 Million population.

4. Gilgit Baltistan. Rs 17,700 Per Person.
31.92 Billion Rs Budget divided by 1.8 Million population.

5. Punjab , Rs 16,300 Per Person.
1650 Billion Rs Budget divided by 101 Million population.

6. Sindh , Rs 15,200 Per person.
869 Billion Rs Budget divided by 57 Million population.

7. Azad Jammu Kashmir , Rs 14,700 Per Person.
73.5 Billion Rs Budget divided by 5 Million Population.
Punjab also contributes 2% of her share for the sake of Balochistan.
 
It's a decent initial analysis but without further analysis at city and council levels it is of little use and meaning. And without a recent population count, it is redundant.

Well, the figures of distribution of the amount shared between the provinces are after the 18th amendment/ NFC award. Before it, things were not like this. Can this justify the 60 years of flawed distribution of money btw the provinces, no but things are going in the right direction. Moreover, budget per person is a skewed figure and the budget divided only in terms of population will also be wrong i.e., area, development, poverty do also matter.

I also doubt the findings of the report. It also makes no mention that Karachi gets a lot of funds of Sindh and the average financial condition of the Sindhi is much worse than the muhajirs who are at the top economically.
 
Not sure where 869 RS Billion being spent in Sindh? I have yet to see anything.

Looks like someone will be 869 RS Billion rich by the end of the term.

First of all the whole budget for FATA is not more then 20 billion this 110 billion is bullshit. 110 billion is the FATA Merger package and will only be for 5 years.
Now lets come back to the real figures, the actual budget is 20 billion for 6 million people. Out of those 20 billion Governor and political agents (chosen by the federation not by us tribals) expenditure alone is not less then 5 billion.
Now lets do the math.
15000000000/6000000 = 2500 Rs.
Thats only 2500 Rs being spent on every tribal for a year. Does that figure look like more then what is spent on people of punjab to you??
You blamed tribal elites ( dont know what the fk do you mean by that coz IN TRIBAL AREAS WE HAVE ELDERS NOT ELITES OR SARDARS go and study some of our culture first and then pass comments on). Now the only people who spend those pennies promised to us by the federation are spent by people chosen by the federation itself not by us tribals, where that money goes?? God knows where the fk they spend that money coz there is little over zero investment by the government in last 70 years (not a single university or a hospital in FATA for 6 million people). My wild guess about the spending would be that all that money is being spent through law inforcing agencies like FC and Lavies. Now my Question here from you is Why the fk would you comment a bullcrap when you have zero freaking idea about FATA and its people? Have you ever been to any of the tribal areas?

And the plans have been approved.

You should check again. The extra 90 billions have started and will continue for ten years.
Since tribesmen never paid any electricity bills . Some part of the money given to FATA development fund is spent in covering the cover costs of providing Electricity. Punjabi and others you are complaining about pa for electricity and any other utility they get.
Now you will say which electricity? It's 20 hours load shedding in FATA? I will say the 4 hours of electricity you di get isn't free either and costs money to generate and transmit and must be paid for the user not the state.
Also development costs money and money has to come from somewhere.
FATA and much of KPK and Baluchistan generates zero or little tax revenue. So their development cost is to be paid by Punjab , Sindh and other tax and revenue generating areas.
The highest source of revenue in KPK are the Pushtoon population living abroad in mainly Gulf sending remittances. That amounts to 5-10 Billion USD annually.
Then you will mention Turbala dam and say electricity goes to Punjab and I will say bill payment is higher in Punjab than KPK that's why they are sold the electricity as commodity. Provide the same to Karak Bannu and such and there will be no payments.
Same is true for Balochistan gas, it's being provided to Urban KPK and Punjab , Sindh but not to villages near to Sui gas field, because they won't pay bills and whoever invests in laying down pipelines to supply gas to these areas won't even get his money back, let alone any profits

It's because of that "khadam e aala" for him Punjab is only Lahore look this is the state of his own constituency :hitwall:
his supporters are blind and than in the end we from Lahore gets blame for everything :(
