that is not the ISI HQ. the ISI HQ is near melody where Lal Masjid is, ISI has got a compound near presidency but that is not the one from the picture
 
The construction work was 10% complete when kayani halted it and insted diverted the funds to better equip train the soldiers.. He redirected the money from this project to raising their salaries

I think they might be restarting the construction work
now

Should I just post a satellite grab and finish the debate where people are posting pictures of Aiwan e Sadr as ISI HQ? It's location is not a national secret.

The ISI has two main offices in the twin cities,
In Rawalpindi, the "Survey of Pakistan" on Muree Road near Faiz Abad junction houses a major work force while the HQ is situated on the stretch of road between Zero Point and Aab Para junction in Islamabad.

Amway, the picture posted by the OP is Parliament House and not ISI HQ, i think anyone who has grown up in Rawalpindi or Islamabad ought to know the location of these buildings.

They really aren’t meant to be "secret", take the MI5 building in London or CIA HQ in Langley.

That indeed is the Parliament House adjacent to the Presidency on the Jinnah Avenue.
It also helps to know the locations if you have certain officers sharing your accommodations. ;)

The picture posted is the Aiwan e Sadr. I don't know why you guys, or everybody, keeps messing up three simply laid out buildings.

Parliament House is to the right. Cabinet Divison is to the left. In the centre but a bit back is the Aiwan e Sadr. The buildings are on the Constitution Avenue (Shahrah e Dastoor). Jinnah Avenue is perpendicular to it and ends in front of these buildings.

These are completely different designs, how can people confuse the buildings. While unnecessary, I should clear the confusion.

Yes indeed, it's the Presidency that kind of overlooks the Jinnah Avenue with the two flags hoisted to convey that the President is in residence.

Albeit i have been inside the Parliament House, both establishments being white caused the confusion, however the Parliament has distinctive Plants and shrubs planted outside the balconies and "Kalma" is engraved on the facial.

you mean the old Ojhri Camp?
 
Sparlingway, do you have an actual picture of the ISI bldg. other than Google Earth? ( I mean street view)

I'm sorry but no one will have that. The central building was constructed only recently though (around '04).
