ভারতের বিশাল বিজয়
ভারত যা চায় সেটি সহজেই পায়। কিন্তু বাংলাদেশ যা চায় সেটি পায় না। ভারত তাই করিডোর পেল, কিন্তু বাংলাদেশ পানি পায়নি। প্রভু রাষ্ট্র ও গোলাম রাষ্ট্রের মাঝে এটিই মূল পার্থক্য। একাত্তরে ভারতের সামরিক বিজয়ের পর থেকে এটিই হলো বাংলাদেশের জন্য নতুন বাস্তবতা। বাংলাদেশের এ অসহয়তা বুঝার জন্য তাই কি বেশী গবেষণার প্রয়োজন আছে? দীর্ঘদিন যাবত বাংলাদেশ তিস্তা নদীর ন্যয্য হিস্যা দাবী করে আসছে। কিন্তু আজও তা জুটেনি। ন্যয্য হিস্যা জুটেনি পদ্মার পানিরও। পানির অভাবে বাংলাদেশ আজ দ্রুত মরুভূমি হতে যাচ্ছে। অথচ কলকাতার হুগলি নদীতে ফারাক্কা বাঁধের মাধ্যমে পদ্মার পানি তুলে নেয়াতে বার মাস পাড় উপচানো জোয়ার। পদ্মা নদীতে নৌকা চলে না, কিন্তু হুগলী নদীতে সমুদ্রগামী জাহাজ চলে। হাসিনা সরকার তাতেই খুশি। বাংলাদেশকে ন্যয্য পাওনা দেয়া নিয়ে ভারত সরকারের কারোই কোন মাথা ব্যথা নেই। দিল্লির কেন্দ্রীয় সরকার বলছে, পশ্চিমবঙ্গ সরকারের সম্মতি ছাড়া পানি সমস্যার কোন সমাধান হবে না। কিন্তু কেন্দ্রীয় সরকারের সাথে পশ্চিমবঙ্গের প্রাদেশিক সরকারকে একত্রে বসাবে কে? পানি সমস্যার সমাধান নিয়ে মোদীর সাথে মমতাবানার্জিকে একবারও একত্রে বসানো যায়নি। কিন্তু করিডোর আদায়ে নরেন্দ্র মোদীর আগেই পশ্চিম বাংলার মুখ্যমন্ত্রী ঢাকায় এসে হাজির। কারণ গরজটি এখানে কিছু দেয়া নয়, বরং করিডোরের ন্যায় বাংলাদেশ থেকে বিশাল কিছু নেয়া নিয়ে।
ভারত এতদিন যা চেয়ে এসেছিল তা সহজেই পেয়ে গেল। অথচ এর আগে ভারত তা নিতে পারিনি। হেতু কি? কারণটি অতি সহজ। বাংলাদেশে থেকে কিছু সহজে আদায় করে নেয়ার ভারতের জন্য এটিই হলো সবচেয়ে মোক্ষম সময়। হাসিনা ও তার মিত্রগণ জনগণের ভোট নিয়ে ক্ষমতায় আসেনি। শতকরা ৫% ভোটকেন্দ্রে যায়নি। অর্ধেক সিটে একটি ভোটও ঢালা হয়নি। ফলে যে কোন বিচারে হাসিনার সরকার একটি অবৈধ সরকার। ফলে ক্ষমতায় থাকার জন্য হাসিনা সরকার বিদেশীদের উপর প্রচন্ডনির্ভরশীল। ভারতহ দাবীর বিরুদ্ধে না বলার সামর্থ হাসিনার নেই। ভারত সেটি জানে। তাই বাংলাদেশের বুজ চিরে করিডোর নিতে ভারতীয় মন্ত্রীদের কোন দেনদরবার করতে হয়নি। বাংলাদেশের মধ্য ভারত করিডোর নিল যেমন রাজনৈতিক ও অর্থনৈতিক প্রয়োজনে, তেমনি সামরিক প্রয়োজনে।
বাংলাদেশের বুকের উপর দিয়ে ভারতের করিডোর নেয়ার বিষয়টি বুঝতে হলে বুঝতে হবে দেশটির উচ্চবর্ণ ব্রাহ্মনদের আসমুদ্র-হিমাচল ব্যাপী এক হিন্দু সাম্রাজ্য গড়ার আগ্রাসী মানসিকতাকে। নিজ দেশের দরিদ্র মানুষদের প্রতি এসব বর্ণবাদী আগ্রাসী হিন্দুদের কোন দরদ নেই। তারা বেছে বেছে সেখানেই বিনিয়োগ বাড়ায় যা তাদের সে আগ্রাসী অভিলাষ পুরণে জরুরী। আর সেচিত্রটিই ফুটে উঠে বাংলাদেশের প্রতি তাদের বিদেশ নীতি ও স্ট্রাটেজীতে। বাংলাদেশ একটি দরিদ্র দেশ। এদেশের উন্নয়নে বহু দূরবর্তী দেশের পূঁজিপতিও বিনিয়োগ করেছে। পাকিস্তান আমলে বিনিয়োগ করেছে আদমজী, বাওয়ানী, ইস্পাহানী, আমিনের ন্যায় বহু অবাঙালীও। কিন্তু বাংলাদেশের ভারতীয়দের বিনিয়োগ যে ছিল না তা নয়। তবে সেটি কখনই শিল্প বা অর্থনীতিতে নয়, ছিল রাজনৈতিক, সাংস্কৃতিক, বুদ্ধিবৃত্তিক ও মিডিয়ার ময়দানে। ভারত আজও বিনিয়োগের সে ধারাই অব্যাহত রেখেছে। ফলে বাংলাদেশের মাটিতে ভারতীয় শিল্প-পণ্য উৎপাদিত না হলে কি হবে, বিপুল ভাবে বেড়েছে ভারত-ভক্ত ও ভারতীয় স্বার্থের সেবাদাস।
ভারতের যুদ্ধে বাংলাদেশ
বাংলাদেশের মাটিতে ভারতের সবচেয়ে বড় বিনিয়োগ ছিল একাত্তরের যু্দ্ধে। সেটি ছিল যেমন বিপুল অর্থের, তেমনি রক্তেরও। ৪ হাজারের বেশী ভারতীয় সৈনিক এ যুদ্ধে মারা যায়। এ বিষয়টি অস্বীকারের উপায় নেই,ভারতীয়দের সে বিনিয়োগ না হলে বাংলাদেশ সৃষ্টিই হত না। তবে ভারতের সে বিনিয়োগ কি ছিল বাংলাদেশের স্বার্থে? ভারত কোন বিদেশীদের স্বাধীনতার স্বার্থে কখনো কি একটি তীরও ছুঁড়েছে? একটি পয়সাও কি ব্যয় করেছে? বরং ভারতের ইতিহাস তো অন্যদেশে সামরিক আগ্রাসন ও স্বাধীনতা লুন্ঠনের। সে লুন্ঠনের শিকার কাশ্মির, সিকিম, মানভাদর, হায়দারাবাদের স্বাধীনতা। ভারতীয়দের কাছে একাত্তরের যুদ্ধটি ছিল শতকরা শতভাগ ভারতীয় যুদ্ধ। তাই সে যুদ্ধের ঘোষণা যেমন শেখ মুজিব থেকে আসেনি, তেমনি কোন বাংলাদেশী জেনারেলের পক্ষ থেকেও আসেনি। আরো সত্য হলো, একাত্তে সে যুদ্ধের কমাণ্ড শেখ মুজিব বা তার অনুসারিদের হাতেও ছিল না। ভারতীয় অর্থ, নেতৃত্ব ও পরিকল্পনা দ্বারা পরিচালিত এ যুদ্ধটি ছিল সর্বক্ষেত্রেই একটি ভারতীয় যুদ্ধ। মুজিব স্বাধিনতার ঘোষনা দিল কি দিল না, মূক্তি বাহিনী যুদ্ধ করলো কি করলো না - ভারত সে অপেক্ষায় ছিল না। এ যুদ্ধ পরিচালিত হয়েছিল ভারতীয় ভূমি থেকে,এবং ভারতীয় জেনারেলদের নেতৃত্বে। সে যুদ্ধে ব্যবহৃত হয়েছে ভারতীয় সেনানিবাস, বহু লক্ষ ভারতীয় সৈন্য এবং বহু ভারতীয় বিমান, কামান, ট্যাংক এবং গোলাবারুদ। বরং ভারতীয়দের সফলতা হলো, বহুদিনের কাঙ্খিত একান্ত নিজদের যুদ্ধটিকে তারা মুক্তিযুদ্ধ রূপে বাংলাদেশীদের ঘাড়ে চাপাতে সমর্থ হয়েছিল। মুক্তিবাহিনীকে তারা নিজ অর্থে গড়ে তুলেছিল স্রেফ নিজস্ব প্রয়োজনে। তারা সেদিন কইয়ের তেলে কই ভেজেছিল। বিশ্ববাসীর কাছেও সে সত্যটি কখনই গোপন থাকেনি। বরং সেটি প্রকাণ্ড ভাবে প্রকাশ পায় যখন পাকিস্তানী সেনাবাহিনী আত্মসমর্পণ করে শুধুমাত্র ভারতীয় সেনাবাহিনীর জেনারেলদের কাছে, কোন বাংলাদেশী জেনারেল বা মুক্তি যোদ্ধার কোন কমাণ্ডারের কাছে নয়। আরো প্রকাশ পায়, যখন পাকিস্তানী সেনাবাহিনীর ফেলে যাওয়া বিপুল পরিমান যুদ্ধাস্ত্র যখন ভারতে নিয়ে যাওয়া হয়। একাত্তরে সে যুদ্ধটি যদি বাংলাদেশীদের দ্বারা বাংলাদেশের যুদ্ধ হত তবে পাকিস্তানের ফেলে যাওয়া বিপুল যুদ্ধাস্ত্র ভারতে যায় কি করে? পাকিস্তানী যুদ্ধবন্দীদেরকেই বা কেন ভারতে নেয়া হবে? এসব বিষয়গুলো বুঝার সামর্থ কি ভারতের সেবাদাসদের আছে?
একাত্তরে ভারতের অর্থ, রক্ত, শ্রম ও মেধার বিনিয়োগটি ভারতের কোন খয়রাতি প্রকল্পও ছিল না, ছিল নিজ সাম্রাজ্য বিস্তারের অনিবার্য প্রয়োজনে। ছিল পাকিস্তান ভাঙ্গার লক্ষে। এবং সে সাথে সামরিক দিক দিয়ে পঙ্গু, রাজনৈতিক ভাবে অধিকৃত এবং অর্থনৈতিক দিক দিয়ে ভারতনির্ভর এক বাংলাদেশ সৃষ্টির। এমন একটা যুদ্ধ নিজ খরচে লড়ার জন্য ভারত ১৯৪৭ সাল থেকেই দুপায়ে খাড়া ছিল। ভারত পাকিস্তানের সৃষ্টি যেমন চাইনি, তেমনি দেশটি বেঁচে থাকুক সেটিও চায়নি। তাই ভারতের সে বিনিয়োগটি যেমন একাত্তরে শুরু হয়নি, তেমনি একাত্তরে শেষও হয়নি। সেটির শুরু হয়েছিল সাতচল্লিশে, এবং চলছে আজও। তবে চলছে ভিন্ন ভিন্ন ক্ষেত্রে ও ভিন্ন ভিন্ন রণাঙ্গনে। বিশেষ করে সে সব খাতে যা আঞ্চলিক শক্তি রূপে প্রতিষ্ঠা লাভের জন্য তারা জরুরী মনে করে। করিডোর হল তেমনই এক গুরুত্বপূর্ণ খাত। তাই ভারত সরকারের পক্ষ থেকে করিডোরের দাবী, চট্রগ্রাম ও চালনা বন্দরসহ বাংলাদেশের নৌ ও বিমান বন্দর ব্যবহারের দাবি, বাংলাদেশের মিডিয়া খাতে ভারতীয়দের বিনিয়োগ, শত শত কোটি টাকা ব্যয়ে আওয়াম লীগ ও তার মিত্রদের লাগাতর প্রতিপালন–এবিষয়গুলো বুঝতে হলে ভারতের সে আগ্রাসী মনভাব ও সামরিক প্রয়োজনটি অবশ্যই বুঝতে হবে। তখন সুস্পষ্ট হবে, যে দুই বিলিয়ন ডলারের বিনিয়োগ নিয়ে ভারত এগিয়ে আসছে সেটিও কোন খয়রাতি প্রজেক্ট নয়। ভারত এর চেয়ে অনেক বেশী বিনিয়োগ করে তার পূর্ব সীমান্তের সামরিক বাহিনীর পিছনে। বাংলাদেশের মাটিতে ভারতের এ বিনিয়োগ আসছে দেশটির সে আগ্রাসী স্ট্রাটেজীর অবিচ্ছিন্ন অংশ রূপে। বিষয়টি নিয়ে বাংলাদেশীদের যে যাই বলুক,ভারতীয়দের মাঝে এর লক্ষ্য ও উদ্দেশ্য নিয়ে কোন অস্পষ্টতা নেই। সেটি তার খোলাখোলী ভাবেই বলে। এবং সেটিই ফুটে উঠেছে“ইন্ডিয়ান ডিফেন্স রিভিউ”জার্নালের সম্পাদক মি. ভরত ভার্মার লেখা এক নিবন্ধে। এ প্রবন্ধে মি. ভার্মার সে নিবদ্ধ থেকে উদ্বৃতি দিয়ে বিষয়টি আরো সুস্পষ্ট করা হবে। তবে এ নিয়ে কোন রূপ রাখঢাক নাই তাদের সহযোগী বাংলাদেশী আওয়ামী বাকশালীদের মনেও। তারাও চায় বাঙালীর জীবনে একাত্তর বার বার ফিরে আসুক। এবং বাঙালী আবার লিপ্ত হোক ভারতীয়দের নেতৃত্বে এবং ভারতীয়দের অস্ত্র নিয়ে আরেকটি যুদ্ধে।
ভারত চায় আগ্রাসনের অবকাঠামো
বিশ্ব রাজনীতিতে যে অবস্থান মার্কিন যুক্তরাষ্ট্রের, ভারত সেটিই হতে চায় সমগ্র এশিয়ার বুকে। আর সে অবস্থায় পৌঁছতে হলে অন্যদেশের অভ্যন্তরে শুধু দালাল বুদ্ধিজীবী ও রাজনীতিবিদ প্রতিপালন করলে চলেনা। আগ্রাসনকে বিজয়ী ও স্থায়ী করতে নিজেদের বিশাল দূতাবাস, ঘাঁটি,সামরিক ও বেসামরিক স্থাপনায় স্পাই নেটওয়ার্কের পাশাপাশি সেনা ও রশদ সরবরাহের অবকাঠামোও গড়ে তুলতে হয়। প্রয়োজনে সামরিক আগ্রাসনও চালাতে হয়। শুধু হামিদ কারজাইদের মত ব্যক্তিদের কারণে আফগানিস্তান মার্কিনীদের হাতে অধিকৃত হয়নি। এলক্ষে ঘাঁটি, বন্দর ও সড়ক নির্মানও করতে হয়েছে। অবিরাম গতিতে রক্তক্ষয়ী একটি যুদ্ধও চালিয়ে যেতে হচ্ছে। ভারতও তেমনি শুধু শেখ মুজিব, শেখ হাসিনা বা আওয়ামী লীগের নেতা-কর্মীদের প্রতিপালন নিয়ে খুশি নয়। পাকিস্তান ভাঙ্গার ভারতীয় প্রজেক্ট শুধু আগরতলা ষড়যন্ত্রের মাঝে সীমাবদ্ধ রাখলে তা কখনই সফল হত না। এ জন্য ভারতকে নিজের বিশাল বাহিনী নিয়ে একাত্তরে প্রকান্ড একটি যুদ্ধও লড়তে হয়েছে।
এটি এখন আর লুকানো বিষয় নয়, ২০০৮ সালের নির্বাচনে ভারত শত শত কোটি টাকা বিনিয়োগ করেছিল তার অনুগত পক্ষকে বিজয়ী করার লক্ষ্যে। সে তথ্যটিই বিশ্বময় ফাঁস করে দিয়েছে ব্রিটিশ প্রভাবশালী পত্রিকা ইকোনমিস্ট। তবে ভারতের এ বিনিয়োগ শুধু ২০০৮ সালে নয়, প্রতি নির্বাচনেই। যেমন ১৯৭০ সালের নির্বাচনে, তেমনি ১৯৯১ ও ১৯৯৬ সালের নির্বাচনেও। তবে শুধু নির্বাচনী বিনিয়োগের মধ্য দিয়েই ভারতের আসল লক্ষ্য পূরণ হওয়ার নয়। ভারত ভাল ভাবেই জানে, শুধু নিজ দেশের সেনবাহিনীতে বিনিয়োগ বাড়িয়ে বাংলাদেশের উপর আধিপত্য বিস্তার সম্ভব নয়। সে জন্য চাই,বাংলাদেশের রাজনীতি, মিডিয়া, বুদ্ধিবৃত্তি ও যোগাযোগসহ নানা ক্ষেত্রে লাগাতর বিনিয়োগ। তাছাড়া তাদের কাছে যুদ্ধ আগামী দিনের কোন বিষয় নয়,বরং প্রতি দিনের। দেশটি এক আগ্রাসী যুদ্ধে লিপ্ত তার জন্ম থেকেই। উত্তর-পূর্ব ও উত্তর-পশ্চিম -এ দুই প্রান্তে দুটি রক্তক্ষয়ী যুদ্ধের শুরু আজ থেকে প্রায় ৭০ বছর আগে। এখন তা অবিরাম গতিতে চলছে। ভারতে বহু সরকার ক্ষমতায় এসেছে, বিদায়ও নিয়েছে। কিন্তু সে যুদ্ধ দুটি থামার নামই নিচ্ছে না। ভারতের উত্তর-পূর্ব সীমান্তে চলমান যুদ্ধের প্রতিবেশী দেশ হল বাংলাদেশ। পাকিস্তানকে সংশ্লিষ্ট করা ছাড়া আফগান যুদ্ধে মার্কিন যুক্তরাষ্টের পক্ষে বিজয় দূরে থাক টিকে থাকাই যেমন অসম্ভব তেমনি অবস্থা ভারতের জন্য বাংলাদেশের সংশ্লিষ্টতা। পাকিস্তানের রাজনীতি, মিডিয়া, সামরিক বাহিনী ও যুদ্ধ-অবকাঠামোতে এ কারণেই মার্কিনীদের বিশাল বিনিয়োগ। জেনারেল মোশাররফকে হটিয়ে পিপলস পার্টিকে ক্ষমতায় বসানোর মূল কারণ ছিল মার্কিনীদের সে যুদ্ধে পাকিস্তানীদের শামিল করার বিষয়টিকে নিশ্চিত করা। একই কারণে উত্তর-পূর্বের রণাঙ্গণে ভারত অপরিহার্য মনে করে বাংলাদেশকে সম্পৃক্ত করা।সে লক্ষেই বাংলাদেশের রাজনীতি, মিডিয়া, বুদ্ধিবৃত্তিতে ভারতের এত বিনিয়োগ।“শেখ হাসীনার ফারাক্কার পানিচুক্তিতে পদ্মায় পানি বেড়েছে বা টিপাইমুখ বাঁধের ফলে সুরমা, কুশিয়ারা ও মেঘনায় পানি থৈ থৈ করবে, বা একাত্তরের হাতিয়ার গর্জে উঠুক আরেকবার”–বাংলাদেশী বুদ্ধিজীবীরা তো এমন কথা বলে সে পুঁজি বিনিয়োগের ফলেই। একাত্তরের হাতিয়ার যে ছিল ভারতীয় হাতিয়ার সে কথা কি অস্বীকারের উপায় আছে? এবং সে হাতিয়ার নির্মিত হয়েছে যে স্রেফ ভারতীয় বিজয় ও ভারতীয় আধিপত্য বিস্তারের লক্ষ্যে তা নিয়েও কি কোন বিতর্ক আছে?
ভারতীয়দের ভয় ও স্ট্রাটেজী
সাম্রাজ্য বিস্তারে ভারতের যেমন স্বপ্ন আছে, তেমনি ভয়ও আছে। দেশটির সাম্রাজ্য-লিপ্সু নেতাদের মাঝে যেমন রয়েছে প্রচণ্ড পাকিস্তানভীতি ও ইসলামভীতি, তেমনি রয়েছে চীনভীতিও। চীন দ্রুত অর্থনৈতিক ও সামরিক শক্তিসঞ্চয় করছে। প্রতিবেশী নেপালও এখন চীনের পক্ষে। মধ্য ভারতের কয়েকটি প্রদেশে জুড়ে লড়াই করে চলেছে হাজার হাজার মাওবাদী বিপ্লবী। প্রাক্তন ভারতীয় প্রধানমন্ত্রী মনমোহন সিংয়ের ভাষায় মাওবাদীদের এ যুদ্ধই ভারতীয় নিরাপত্তার বিরুদ্ধে বর্তমান কালের সবচেয়ে বড় হুমকি। অপরদিকে পাকিস্তানও এখন আর একাত্তরের দুর্বল পাকিস্তান নয়। তার হাতে এখন পারমাণবিক বোমা। রয়েছে দূরপাল্লার শত শত মিজাইল। রয়েছে হাজার হাজার আত্মত্যাগী ইসলামী বোমারু যোদ্ধা–যাদের মাত্র কয়েকজন মোম্বাই শহরকে কয়েকদিনের জন্য অচল করে দিয়েছিল। ১৯৪৮, ১৯৬৫ এবং ১৯৭১-এর যুদ্ধের কারণে অসম্ভব ও অচিন্তনীয় হয়ে পড়েছে পাকিস্তানের সাথে দেশটির বন্ধুত্ব। সম্প্রতি আফগানিস্তানে মার্কিনীদের সাথে ভারতের সহযোগী ভূমিকা ভারতের বিরুদ্ধে পাকিস্তানীদের সে ঘৃনা আরো তীব্রতর করছে। তাছাড়া লাগাতর যুদ্ধ চলছে কাশ্মীরে। সে যুদ্ধ থামার নাম নিচ্ছে না।সেখানে ভারতের পক্ষে বিজয় অসাধ্য হয়ে উঠছে। সে সত্যটি ভারতীয় সমরবিদদের কাছেও দিন দিন স্পষ্টতর হচ্ছে। বিজয় একই ভাবে অসাধ্য হয়ে উঠছে উত্তরপূর্ব সীমান্তের প্রদেশগুলির যুদ্ধেও। ভারতের আরো ভয়, আফগানিস্তানের যুদ্ধেও মার্কিনীদের অনুগত সরকার দ্রুত পরাজিত হতে চলেছে। ফলে তাদের আশংকা, দেশটি পুনরায় দখলে যাচ্ছে তালেবানদের হাতে -যারা পাকিস্তানের মিত্র। ভারতীয়দের ভয়,তালেবানগণ কাবুলের উপর বিজয় অর্জনের পর মনযোগী হবে ভারত থেক কাশ্মীর আজাদ করতে। কাশ্মীরের মজলুল মুসলমানদের দুর্দশায় আফগানিস্তানের সেকুলার নেতৃবৃন্দ নিশ্চুপ থাকলেও ধর্মপ্রাণ তালেবানগণ সেটি সইবে না। বরং তাদের পক্ষে যুদ্ধ লড়াটি তারা ধর্মীয় ফরজ জ্ঞান করবে। সে সাথে ভারতীয়দের আতংক ধরেছে দেশটির উত্তর-পূর্ব সীমান্তের যুদ্ধে চীনের ক্রমঃবর্ধমান আগ্রহ দেখে।
ভারতীয়দের ভয়ের আরো কারণ, উত্তর-পূর্ব সীমান্তের ৭টি প্রদেশ তিনদিক দিয়েই শত্রু দ্বারা ঘেরাও। প্রদেশগুলি মূল ভারতের সাথে সংযুক্ত মাত্র ১৭ মাইল চওড়া শিলিগুড়ি করিডোর দিয়ে। মুরগির ঘাড়ের ন্যায় সরু এ করিডোরটি চীন যে কোন সময় বন্ধ করে দিতে পারে। বন্ধ করতে পারে পূর্ব সীমান্তের বিদ্রোহী বিচ্ছিন্ততাবাদীরাও। ভারতীয়দের সে ভয় ও আতংকের ভাবই প্রকাশ পেয়েছে মি. ভরত ভার্মার প্রবন্ধে। তবে তার লেখায় শুরুতে যেটি প্রকাশ পেয়েছে তা হলো আগ্রাসী ভারতীয়দের নিজ অভিলাষের কথা। তিনি লিখেছেন,“India has the potential to be to Asia, what America is to the world… Possibly India is the only country in Asia that boasts of the potential to occupy the strategic high ground gradually being vacated by the retreating western forces, provided it develops offensive orientation at the political level.অর্থঃ“মার্কিন যুক্তরাষ্ট্র যে মর্যাদা অর্জন করেছে সমগ্র পৃথিবীতে, ভারতের সামর্থ রয়েছে এশিয়ার বুকে সে অবস্থায় পৌঁছার।…সম্ভবতঃ ভারতই এশিয়ার একমাত্র দেশ যার সামর্থ রয়েছে পিছেহঠা পশ্চিমা শক্তিবর্গের ফেলে যাওয়া গুরুত্বপূর্ণ স্ট্রাটেজিক ক্ষেত্রগুলো দখলের। তবে সেটি সম্ভব হবে যদি দেশটি রাজনীতির ময়দানে আক্রমণাত্মক ছকে নিজেকে গড়ে তোলে।”
কোন বৃহৎ শক্তির একার পক্ষেই এখন আর বিশ্ব-রাজনীতি নিজ নিয়ন্ত্রনে রাখা সম্ভব নয়। একাজ অতি ব্যয়বহুল। আফগানিস্তানকে কবজায় রাখার বিপুল খরচ সোভিয়েত রাশিয়াকে শুধু পরাজিতই করেনি, টুকরো টুকরো করে ফেলেছে। তেমনি ইরাক ও আফগানিস্তান দখলদারির খরচ বিপাকে ফেলেছে মার্কিন যুক্তরাষ্ট্রকে। দেশটি আজ দুর্বল অর্থনৈতিক ভাবে। ফলে বিজয় দূরে থাক, তাদেরকে পিছু হটার রাস্তা খুঁজতে বাধ্য হতে হয়েছে। ভারতের খায়েশ, তারা সে শূণ্যস্থান দখলে নিবে। আর সে জন্য তারা এখন আগ্রাসী স্ট্রাটেজী নিয়ে এগুচ্ছে। অথচ একটি এশিয়ান শক্তি হওয়ার খরচও কম নয়। তবে এমন বাতিক শুধু হঠকারিই করে না, বিবেকশূণ্যও করে। তাই বিশ্বের সর্বাধিক দরিদ্র মানুষের বসবাস ভারতে হলে কি হবে, দেশটির বাতিক উঠেছে শত শত কোটি টাকার অস্ত্র কেনার। এবং প্রস্তুতি নিচ্ছে পাকিস্তান ও চীনের বিরুদ্ধে একটি প্রকান্ড যুদ্ধের। এ জন্যই প্রয়োজন পড়েছে বাংলাদেশের অভ্যন্তর দিয়ে করিডোরের। কারণ, ভারতীয় সমরবিদদের বিবেচনায় শিলিগুরি সরু করিডোরটি আদৌও নিরাপদ নয়। সম্ভব নয় এ পথ দিয়ে কোন যুদ্ধকালীন সময়ে ভারতের পূর্ব সীমান্তে লাগাতর রশদ সরবরাহ। সংকীর্ন এ গিরিপথের উপর ভরসা করে দীর্ঘকাল ব্যাপী কোন যুদ্ধ পরিচালনা অসম্ভব। ভারতীদের আতংক যে এ নিয়ে কতটা প্রকট সে বিবরণও পাওয়া যায় মি. ভার্মার লেখায়। তিনি লিখেছেন,“Beijing is likely to para-drop a division of its Special Forces inside the Siliguri Corridor to sever the Northeast. There will be simultaneous attacks in other parts of the border and linkup with the Special Forces holding the Siliguri Corridor will be selected. All these will take place under the nuclear overhang. In concert Islamabad will activate the second front to unhook Kashmir by making offensive moves across the IB in the plains... Meanwhile the fifth columnists supporting these external forces will unleash mayhem inside. অর্থঃ“বেইজিং উত্তর-পূর্ব অঞ্চলকে বিচ্ছিন্ন করার লক্ষ্যে শিলিগুরি করিডোরে এক ডিভিশন স্পেশাল ফোর্সকে প্যারাসুট যোগে নামাতে পারে। শিলিগুরি করিডোরের উপর স্পেশাল ফোর্সের দখলদারি বলবৎ রাখার জন্য সে সময় সীমান্তের অন্যান্য ক্ষেত্রেও একযোগে হামলা হতে পারে। সব কিছুই হবে এমন এক সময় যখন আনবিক বোমার ভয়ও মাথার উপর ঝুলতে থাকবে। এরই সাথে তাল মিলিয়ে কাশ্মীরকে বিচ্ছিন্ন করার লক্ষ্যে ইসলামাবাদ কতৃপক্ষ আন্তর্জাতিক সীমান্ত বরাবর দ্বিতীয় রণাঙ্গণ খুলবে। দেশের অভ্যন্তরে একই সময় চরম বিশৃঙ্খলা সৃষ্টি করবে পঞ্চম বাহিনীর লোকেরা।”
ভারতীয়দের মাথাব্যাথা শুধু শিলিগুড়ি, কাশ্মির বা আভ্যন্তরীন মাওবাদীদের নিয়ে নয়, আতংক বেড়েছে আফগানিস্তানকে নিয়েও। ভয়ের বড় কারণ, একমাত্র ব্রিটেশদের হামলা বাদে দিল্লি অভিমুখে অতীতের সবগুলি হামলা হয়েছে আফগানিস্তানের মধ্য দিয়ে। আর আফগানিস্তানের মধ্য দিয়ে প্রসারিত হল মধ্য এশিয়ার দেশগুলির যাওয়ার রাস্তা। সে আফগানিস্তান আজ দখলে যাচ্ছে পাকিস্তানপন্থি তালেবানদের হাতে! ভারতীয় এটি ভাবতেও ভয় হয়। মি. ভার্মা লিখেছেন,“With Afghanistan being abandoned by the West, Islamabad will craft a strategy to take over Kabul with the help of Islamic fundamentalist groups. The Taliban will initially concentrate on unraveling a soft target like India in concert with Beijing -Islamabad -Kabul or Chinese Communists- Pakistan Army- Irregular Forces axis.”অর্থঃ পশ্চিমা শক্তিবর্গ যখন আফগানিস্তান ছেড়ে চলে যাবে তখন ইসলামাবাদ কর্তৃপক্ষ ইসলামী মৌলবাদীদের সাথে মিলে পরিকল্পনা নিবে কাবুল দখলের। তালেবানগণ তখন বেইজিং-ইসলামাবাদ-কাবুল অথবা চীনা কম্যুনিষ্ট-পাকিস্তান সেনাবাহিনী-অনিয়মিত সৈন্য–এরূপ অক্ষীয় জোটের সাহায্য নিয়ে শুরুতে ভারতের ন্যায় সহজ টারগেটের উপর আঘাত হানতে মনযোগী হবে।”
ভারতীয়দের দৃষ্টিতে বাংলাদেশ ভারতের সীমান্ত প্রতিরক্ষা সীমানার বাইরের কোন দেশ নয়। বাংলাদেশকে সে পরিকল্পিত প্রতিরক্ষা বুহ্যের বাইরের দেশ ধরলে ভারতের জন্য কোন মজবুত ডিফেন্স স্ট্রাটেজী গড়ে তোলাই অসম্ভব। সেটি ভারত হাড়ে হাড়ে বুঝেছে ১৯৬২ সালে যখন চীনের সাথে ভারতের যুদ্ধ হয়। সে যুদ্ধে ভারত চরম ভাবে পরাজিত হয়। চীনের বিশাল বাহিনীর মোকাবেলায় ভারত প্রয়োজনীয় সংখ্যক সৈন্যসমাবেশই করতে পারেনি। কারণ সেরূপ রাস্তাই ভারতের জন্য সে সময় ছিল না। মার্কিন যুক্তরাষ্ট্রকে দিয়ে ভারত তখন পাকিস্তানের তৎকালীন প্রেসিডেন্ট আইয়ুব খানের উপর চাপ দিয়েছিল যাতে পূর্ব পাকিস্তানের মধ্য দিয়ে সৈন্য সমাবেশের সুযোগ দেয়। কিন্তু আইয়ুব খান সে চাপের কাছে নতি স্বীকার করেননি। কিন্তু একাত্তরে পাকিস্তানের পরাজয়ের পর ভারতের সামনে সম্ভাবনার রাস্তা খুলে যায়। এশিয়ায় প্রভূত্ব বিস্তারে ভারত আজ যে স্বপ্ন দেখছে সেটি মুলতঃ একাত্তরের বিজয়ের ফলশ্রুতিতেই।
অরক্ষিত বাংলাদেশ
একাত্তরের পর বাংলাদেশের ভূমি, সম্পদ ও জনগণ যে কতটা অরক্ষিত সেটি বুঝতে কি প্রমানের প্রয়োজন আছে? ২৩ বছরের পাকিস্তান আমলে যে দাবীগুলো ভারতীয় নেতাগণ মুখে আনতে সাহস পায়নি সেগুলি মুজিবামলে আদায় করে ছেড়েছে। পাকিস্তান আমলে তারা বেরুবাড়ির দাবী করেনি, কিন্তু একাত্তরে শুধু দাবিই করেনি, ছিনিয়েও নিয়েছে। এবং সেটি মুজিবের হাত দিয়ে। প্রতিদানে কথা ছিল তিন বিঘা করিডোর বাংলাদেশকে দিবে। কিন্তু সেটি দিতে ৪০ বছরের বেশীকাল যাবত টালবাহানা করেছে। টালবাহানা করেছে আঙরপোতা, দহগ্রামের ন্যায় বহু বাংলাদেশী ছিটমহল দিতে। ভারত সেগুলিতে যাওয়ার করিডোর দিতে গড়িমসি করলে কি হবে, এখন বাংলাদেশের মধ্য দিয়ে করিডোর আদায় করে নিল। সেটি নিল প্রতিবেশীর প্রতি পারস্পরিক সহযোগিতার দোহাই দিয়ে। অথচ এমন সহযোগিতা কোন কালেই ভারত প্রতিবেশীকে দেয়নি। ষাটের দশকে পাকিস্তান সরকার তার পশ্চিম ও পূর্ব পাকিস্তানের সাথে যোগাযোগের স্বার্থে করিডোর চেয়েছিল। সেটিকে তৎকালীন ভারতীয় প্রধানমন্ত্রী জওয়ারলাল নেহেরু একটি অদ্ভুদ দেশের অদ্ভুত আব্দার বলে মস্করা করেছিলেন। বলেছিলেন, ভারতের নিরাপত্তার প্রতি এমন ট্রানজিট হবে মারাত্মক হুমকি। শুধু তাই নয়, একাত্তরে ভারতীয় ভূমির উপর দিয়ে তৎকালীন পাকিস্তানের পিআইয়ের বেসামরিক বাণিজ্য বিমান উড়তে দেয়নি। এমন কি শ্রীলংকার উপর চাপ দিয়েছিল যাতে পাকিস্তানী বেসামরিক বিমানকে কোন জ্বালানী তেল না দেয়। বাংলাদেশের সাথেই কি আচরন ভিন্নতর? একাত্তরের যুদ্ধে চট্টগ্রাম বন্দরে কয়েকটি জাহাজ ডুবিয়ে দেয়া হয়। ফলে গুরুতর ব্যাঘাত ঘটছিল বন্দরে মালামাল বোঝাই ও উত্তোলনের কাজে। এতে বাংলাদেশের আমদানি-রপ্তানি প্রচন্ড ভাবে ক্ষতিগ্রস্ত হচ্ছিল। দেশে তখন দুর্ভিক্ষের পদধ্বনি। ছিল নিতান্তই দুঃসময়। বাংলাদেশের জন্য চট্রগ্রাম বন্দরটিই ছিল মূল বন্দর। এমন দুঃসময়ে অন্য কেউ নয়, ভারতের অতি বন্ধুভাজন শেখ মুজিব অনুমতি চেয়েছিলেন অন্ততঃ ৬ মাসের জন্য কোলকাতার বন্দর ব্যবহারের। তখন ভারত সরকার জবাবে বলেছিল ৬ মাস কেন ৬ ঘন্টার জন্যও বাংলাদেশকে এ সুবিধা দেয়া যাবে না। এটিকেও নিজেদের নিরাপত্তার জন্য হুমকি মনে করেছিল। প্রতিবেশী সুলভ সহযোগিতার বুলি তখন নর্দমায় স্থান পেয়েছিল। এমনকি শেখ মুজিবকেও ভারত আজ্ঞাবহ এক সেবাদাস ভৃত্যের চেয়ে বেশী কিছু ভাবেনি। ভৃত্যকে দিয়ে ইচ্ছামত কাজ করিয়ে নেওয়া যায়, কিন্তু তার আব্দারও কি মেনে নেওয়া যায়?
প্রতিবেশীর প্রতি ভারতের এরূপ বৈরী আচরন নিত্যদিনের। প্রতিবেশী নেপাল ও ভূটানের সাথে বাণিজ্য চলাচল সহজতর করার জন্য ১৭ কিলোমিটারের ট্রানজিট চেয়েছিল বাংলাদেশ। নেপাল চেয়েছিল মংলা বন্দর ব্যবহারের লক্ষ্যে ভারতের উপর দিয়ে মালবাহি ট্রাক চলাচলের ট্রানজিট। ভারত সে দাবি মানেনি। অথচ সে ভারতই নিল বাংলাদেশের উপর দিয়ে প্রায় ছয় শত মাইলের করিডোর। ফলে বুঝতে কি বাঁকি থাকে, পারস্পারিক সহযোগিতা বলতে ভারত যেটি বুঝে সেটি হলো যে কোন প্রকারে নিজের সুবিধা আদায়। প্রতিবেশীর সুবিধাদান নয়। কথা হলো, বাংলাদেশের জন্য ১৭ কিলোমিটারের ট্রানজিট যদি ভারতের জন্য নিরাপত্তা-সংকট সৃষ্টি করে তবে সে যুক্তি তো বাংলাদেশের জন্যও খাটে। তাছাড়া বাংলাদেশের নিরাপত্তার বিরুদ্ধে ভারতের সৃষ্ট ষড়যন্ত্র নতুন নয়। ১৯৭৫ সালে মুজিব নিহত হওয়ার পর কাদের সিদ্দিকীর নেতৃত্ব অনেক আওয়ামী লীগ ক্যাডার ভারতে আশ্রয় নেয়। বাংলাদেশের সীমান্তে তারা সন্ত্রাসী হামলাও শুরু করে। তাদের হামলায় বহু বাংলাদেশী নিরীহ নাগরিক নিহতও হয়। ভারতীয় গুপ্তচর সংস্থাগুলি তাদেরকে যে শুধু অর্থ, অস্ত্র ও প্রশিক্ষণ দিয়েছে তাই নয়, নিজ ভূমিকে বাংলাদেশের বিরুদ্ধে ব্যবহারেরও পূর্ণ সুযোগ দিয়েছে। আওয়ামী লীগের টিকেট পিরোজপুর থেকে দুই-দুইবার নির্বাচিত সংসদ সদস্য চিত্তরঞ্জন সুতার ভারতে গিয়ে স্বাধীন বঙ্গভূমি আন্দোলন গড়ে তুলেছে সত্তরের দশক থেকেই। ভারত বাংলাদেশের বিরুদ্ধে যুদ্ধে লিপ্ত এসব সন্ত্রাসীদের বাংলাদেশের হাতে তুলে দেয়া দূরে থাক তাদেরকে নিজভূমি ব্যবহারের পূর্ণ সুযোগ দিয়েছে। এসব কি প্রতিবেশী-সুলভ আচরণ? অথচ সে ভারতই দাবি তুলেছে আসামের উলফা নেতাদের ভারতের হাতে তুলে দেওয়ার। হাসিনা সরকার তাদেরকে ভারতের হাতে তুলেও দিচ্ছে। অথচ কাদের সিদ্দিকী ও চিত্তরঞ্জন সুতারের ন্যায় উলফা নেতাদের ভাগ্যে বাংলাদেশের মাটিতে জামাই আদর জুটেনি। ঘাঁটি নির্মান, সামরিক প্রশিক্ষণ ও বাংলাদেশের ভূমি থেকে প্রতিবেশী দেশের বিরুদ্ধে হামলা পরিচালনার সুযোগও জুটেনি। বরং জুটেছে জেল।
ষড়যন্ত্র ব্যর্থ রাষ্ট্রে পরিণত করার
বাংলাদেশের উপর দিয়ে ভারতের করিডোর যে কতটা আত্মঘাতি এবং কিভাবে সেটি বাংলাদেশকে একটি ব্যর্থ রাষ্ট্রে পরিনত করবে সে বিষয়টিও ভাববার বিষয়। বাংলাদেশের উত্তর-পূর্ব সীমান্ত জুড়ে মেঘালয়, আসাম, ত্রিপুরা, অরুনাচল, মনিপুর, নাগাল্যান্ড ও মিজোরাম -ভারতের এ সাতটি প্রদেশ। এ রাজ্যগুলির জন্য এমন কিছু বিশেষ বৈশিষ্ট রয়েছে যা বাংলাদেশের জন্য গুরুত্বপূর্ণ। এক). সমগ্র এলাকার আয়তন বাংলাদেশের চেয়েও বৃহৎ অথচ অতি জনবিরল। দুই) সমগ্র এলাকাটিতে হিন্দুরা সংখ্যালঘিষ্ট। ফলে হিন্দু-মুসলমানের বিরোধ নিয়ে সমগ্র উপমহদেশে যে রাজনৈতিক সংঘাত ও উত্তাপ এ এলাকায় সেটি নেই। ফলে এখানে বাংলাদেশ পেতে পারে বন্ধুসুলভ প্রতিবেশী যা তিন দিক দিয়ে ভারত দ্বারা পরিবেষ্ঠিত বাংলাদেশের জন্য অতি গুরুত্বপূর্ণ। বাংলাদেশের উত্তর-পূর্ব -এ দুই দিকের সীমান্ত অতি সহজেই নিরাপত্তা পেতে পারে এ এলাকায় বন্ধু সুলভ কোন সরকার প্রতিষ্ঠিত হলে। অপরদিকে নিরাপত্তা চরম ভাবে বিঘ্নিত হতে পারে যদি কোন কারণে তাদের সাথে বৈরীতা সৃষ্টি হয়। তাই এ এলাকার রাজনীতির গতিপ্রকৃতির সাথে সম্পর্ক রাখাটি বাংলাদেশের কাছে অতি গুরুত্বপূর্ণ। পাকিস্তান যেমন আফগানিস্তানের রাজনীতি থেকে হাত গুটাতে পারে না তেমনি বাংলাদেশের পক্ষে সম্ভব নয় এ বিশাল এলাকার রাজনীতি থেকে দূরে থাকা। যেহেতু এ এলাকায় চলছে প্রকাণ্ড এক জনযুদ্ধ তাই তাদের সাথে শত্রুতা সৃষ্টি করা হবে আত্মঘাতি। অথচ ভারত চায়, বাংলাদেশকে তাদের বিরুদ্ধে খাড়া করতে। তিন). একমাত্র ব্রিটিশ আমল ছাড়া এলাকাটি কখনই ভারতের অন্তর্ভূক্ত ছিল না, এমনকি প্রতাপশালী মুঘল আমলেও নয়। হিন্দু আমলে তো নয়ই। মুর্শিদ কুলি খাঁ যখন বাংলার সুবেদার তথা গভর্নর, তখন তিনি একবার আসাম দখলের চেষ্টা করেছিলেন কিন্তু সে দখলদারি বেশী দিন টিকিনি। আসামসহ ৭টি প্রদেশের ভূমি ভারতভূক্ত হয় ব্রিটিশ আমলের একেবারে শেষ দিকে। ভারতীয়করণ প্রক্রিয়া সেজন্যই এখানে ততটা সফলতা পায়নি। এবং গণভিত্তি পায়নি ভারতপন্থি রাজনৈতিক দলগুলি। চার). সমগ্র এলাকাটি শিল্পে অনুন্নত এবং নানাবিধ বৈষম্যের শিকার। অথচ এলাকাটি প্রাকৃতিক সম্পদে সমৃদ্ধ। ভারতের সিংহভাগ তেল, চা, টিম্বার এ এলাকাতে উৎপন্ন হয়। অথচ চা ও তেল কোম্মানীগুলোর হেড-অফিসগুলো কোলকাতায়। কাঁচামালের রপ্তানীকারক প্রতিষ্ঠানগুলিও এলাকার বাইরের। ফলে রাজস্ব আয় থেকে এ এলাকার রাজ্যগুলি বঞ্চিত হচ্ছে শুরু থেকেই। শিল্পোন্নত রাজ্য ও শহরগুলো অনেক দূরে হওয়ায় পণ্যপরিহন ব্যয়ও অধিক। ফলে সহজে ও সস্তায় পণ্য পেতে পারে একমাত্র উৎস বাংলাদেশ থেকেই। ভারতকে করিডোর দিলে সে বাণিজ্যিক সুযোগ হাতছাড়া হতে বাধ্য। পাঁচ) যুদ্ধাবস্থায় অতি গুরুত্বপূর্ণ হল নিরাপদ যোগাযোগ ব্যবস্থা। কিন্ত এ এলাকায় সে সুযোগ ভারতের নেই। ভারতের সাথে এ এলাকার সংযোগের একমাত্র পথ হল পার্বত্যভূমি ও বৈরী জনবসতি অধ্যুষিত এলাকার মধ্য অবস্থিত ১৭ কিলোমিটার চওড়া করিডোর। এ করিডোরে স্থাপিত রেল ও সড়ক পথের কোনটাই নিরাপদ নয়। ইতিমধ্যে গেরিলা হামলায় শত শত সামরিক ও বেসামরিক ব্যক্তির সেখানে প্রাণনাশ হয়েছে। ছয়). নৃতাত্বিক দিক দিকে এ এলাকার মানুষ মাঙ্গোলিয়। ফলে মূল ভারতের অন্য যে কোন শহরে বা প্রদেশে পা রাখলেই একজন নাগা, মিজো বা মনিপুরি চিহ্নিত হয় বিদেশী রূপে। তারা যে ভারতী নয় সেটি বুঝিয়ে দেয়ার জন্য এ ভিন্নতাই যথেষ্ট। এ ভিন্নতার জন্যই সেখানে স্বাধীন হওয়ার জন্য মুক্তিযুদ্ধ চলছে বিগত প্রায় ৭০ বছর ধরে। ভারতীয় বাহিনীর অবিরাম রক্ত ঝরছে এলাকায়। বহু চুক্তি, বহু সমঝোতা, বহু নির্বাচন হয়েছে কিন্তু স্বাধীনতার সে যুদ্ধ থামেনি। ফলে বাড়ছে ভারতের অর্থনীতির উপর চাপ। সমগ্র এলাকা হয়ে পড়েছে ভারতের জন্য ভিয়েতনাম। যে কোন সময় অবস্থা আরো গুরতর রূপ নিতে পারে। আফগানিস্থানে একই রূপ অবস্থার সৃষ্টি হয়েছিল রাশিয়ার জন্য। সে অর্থনৈতিক রক্তশূণ্যতার কারনে বিশাল দেহী রাশিয়ার মানচিত্র ভেঙ্গে বহু রাষ্ট্রের জন্ম হয়েছিল। ভারত রাশিয়ার চেয়ে শক্তিশালী নয়। তেমনি স্বাধীনতার লক্ষ্যে এ এলাকার মানুষের অঙ্গিকার, আত্মত্যাগ এবং ক্ষমতাও নগণ্য নয়। ফলে এ সংঘাত থামার নয়। ভারত চায় এ অবস্থা থেকে মুক্তি পেতে। কিন্তু ভারতের কাছে সংকট মুক্তির সে রাস্তা খুব একটা খোলা নাই।
ভারত করিডোর চাচ্ছে পণ্য-পরিবহন ও আভ্যন্তরীণ যোগাযোগের দোহাই দিয়ে। বিষয়টি কি আসলেই তাই? মেঘালয়, ত্রিপুরা, অরুনাচল, মনিপুর, নাগাল্যান্ড ও মিজোরামের সমুদয় জনসংখ্যা ঢাকা জেলার জনসংখ্যার চেয়েও কম। এমন ক্ষুদ্র জনগোষ্ঠির জন্য পণ্যসরবরাহ বা লোক-চলাচলের জন্য এত কি প্রয়োজন পড়লো যে তার জন্য অন্য একটি প্রতিবেশী দেশের মধ্য দিয়ে করিডোর চাইতে হবে? সেখানে এক বিলিয়ন ডলার বিণিয়োগ করতে হবে? যখন তাদের নিজের দেশের মধ্য দিয়েই ১৭ কিলোমিটারের প্রশস্ত করিডোর রয়েছে। বাংলাদেশের বিগত সরকারগুলো দেশের আভ্যন্তরীণ সড়কের দুরবস্থার কথা জানিয়ে এতকাল পাশ কাটানোর চেষ্টা করেছে। এবার ভারত বলছে তারা সড়কের উন্নয়নে বাংলাদেশকে দুই বিলিয়ন ডলার লোন দিতে রাজী। এবার বাংলাদেশ যাবে কোথায়? অথচ এই এক বিলিয়ন ডলার দিয়ে ভারত তার ১৭ মাইল প্রশস্ত করিডোর দিয়ে একটি নয়, ডজনের বেশী রেল ও সড়ক পথ নির্মাণ করতে পারতো। এলাকায় নির্মিত হতে পারে বহু বিমান বন্দর। ভারতের সে দিকে খেয়াল নাই, দাবী তুলেছে বাংলাদেশের মাঝ খান দিয়ে যাওয়ার পথ চাই-ই। যেন কর্তার তোগলোকি আব্দার। গ্রামের রাস্তা ঘুরে যাওয়ায় রুচি নেই, অন্যের শোবার ঘরের ভিতর দিয়ে যেতেই হবে। গ্রামের ঝোপঝাড়ের পাশ দিয়ে রাস্তায় পথ চলতে অত্যাচারি কর্তার ভয় হয়। কারণ তার কুর্মের কারণে শত্রুর সংখ্যা অসংখ্য। না জানি কখন কে হামলা করে বসে। একই ভয় চেপে বসেছে ভারতীয়দের মাথায়। সমগ্র উত্তরপূর্ব ভারতের স্বাধীনতাকামী জনগণের কাছে তারা চিহ্নিত হয়েছে উপনিবেশিক ব্রিটিশ সাম্রাজ্যের উত্তরাধিকারী রূপে। তারা চায় ভারতীয় শাসন থেকে আশু মুক্তি। এ লক্ষে জানবাজি রেখে তারা যুদ্ধে নেমেছে। ফলে ভারতের জন্য অবস্থা অতি বেগতিক হয়ে পড়েছে। একদিকে কাশ্মীরের মুক্তিযুদ্ধ দমনে যেমন ছয় লাখেরও বেশী ভারতীয় সৈন্য অন্তহীন এক যুদ্ধে আটকা পড়ে আছে তেমনি তিন লাখের বেশী সৈন্য যুদ্ধে লিপ্ত উত্তর-পূর্ব এ ভারতে। যুদ্ধাবস্থায় অতিগুরুত্বপূর্ণ হলো নিরাপদ যোগাযোগ ব্যবস্থা। ফলে যতই এ যুদ্ধ তীব্রতর হচ্ছে ততই প্রয়োজন বাংলাদেশের মধ্য দিয়ে করিডোরের। করিডোর নিতান্তই সামরিক প্রয়োজনে তা নিয়ে কি কোন সন্দেহ আছে? আর বাংলাদেশের জন্য শংকার কারণ মূলত এখানেই। ভারত তার চলমান রক্তাত্ব যুদ্ধে বাংলাদেশকেও জড়াতে চায়। এবং সে সাথে কিছু গুরুতর দায়িত্বও চাপাতে চায়। কারো ঘরের মধ্য দিয়ে পথ চললে সে পথে কিছু ঘটলো সহজেই সেটির দায়-দায়িত্ব ঘরের মালিকের ঘাড়ে চাপানো যায়। তার বিরুদ্ধে আদালতে ফৌজদারি মামলাও দায়ের করা যায়। কিন্তু বিজন মাঠ বা ঝোপঝাড়ের পাশে সেটি ঘটলে আসামী খুঁজে পাওয়াই দায়। ভারত এজন্যই বাংলাদেশের অভ্যন্তরে ৬ শত মাইলের করিডোর এবং সে করিডোরের নিরাপত্তার দায়-দায়িত্ব বাংলাদেশের কাঁধে চাপাতে চায়। তখন এ পথে ভারতীয়দের উপর হামলা হলে বাংলাদেশকে সহজেই একটি ব্যর্থ দেশ এবং সে সাথে সন্ত্রাসী দেশ রূপে আখ্যায়ীত করে আন্তর্জাতিক মহলে নাস্তানাবুদ করা যাবে। সে সাথে বাংলাদেশের অভ্যন্তরে ভারতীয় সামরিক হস্তক্ষেপকে ন্যায়সঙ্গত বলার বাহানাও পাওয়া যাবে।
যে হামলা অনিবার্য
প্রশ্ন হলো, বাংলাদেশের অভ্যন্তর দিয়ে ভারতীয় যানবাহন চলা শুরু হলে সেগুলির উপর হামলার সম্ভাবনা কি কম? ভারতীয় বাহিনী কাশ্মীরের মুসলমানদের উপর নিষ্ঠুর বর্বরতা চালিয়ে যাচ্ছে দীর্ঘ ৬০ বছর যাবত। এক লাখের বেশী কাশ্মীরীকে সেখানে হত্যা করা হয়েছে, বহু হাজার মুসলিম নারী হয়েছে ধর্ষিতা। এখনও সে হত্যাকান্ড ও ধর্ষন চলছে অবিরাম ভাবে। জাতিসংঘের কাছে ভারত সরকার ১৯৪৮ সালে ওয়াদা করেছিল কাশ্মীরীদের ভাগ্য নির্ধারণে সেখানে গণভোট অনুষ্ঠিত করার অনুমতি দিবে। জাতিসংঘ নিরাপত্ত পরিষদ এ্যাডমিরাল নিমিটস্ এর উপর দায়িত্ব দিয়ে নির্বাচন অনুষ্ঠানের প্রস্তুতিও শুরু হয়েছিল। কিন্তু ভারত সে প্রতিশ্রুতি রাখেনি। নিছক গায়ের জোরে। এভাবে কাশ্মীরীদের ঠেলে দেওয়া হয়েছে রক্তাক্ষয়ী যুদ্ধের পথে। অপর দিকে ভারত জুড়ে মুসলিম হত্যা, ধর্ষণ, ঘরবাড়ীতে আগুণ, এমনকি মসজিদ ভাঙ্গার কাজ হয় অতি ধুমধামে ও উৎসবভরে। অযোধ্যায় বাবরী মসজিদ ভাঙ্গার কাজ হয়েছে হাজার পুলিশের সামনে দিন-দুপুরে। হাজার হাজার সন্ত্রাসী হিন্দুদের দ্বারা ঐতিহাসিক এ মসজিদটি যখন নিশ্চিহ্ন হচ্ছিল তখন ভারতের তৎকালীন প্রধানমন্ত্রী নরসীমা রাও, বিরোধী দলীয় নেতা বাজপেয়ী এবং প্রশাসনিক কর্মকর্তাগণ সম্ভবতঃ আনন্দ ও উৎসবভরে ডুগডুগি বাজাচ্ছিলেন। এটি ছিল বড় মাপের একটি ঐতিহাসিক অপরাধ। অথচ এ অপরাধ সংঘটিত হওয়ার পর ভারত সরকারের কোন পুলিশ কোন অপরাধীকেই গ্রেফতার করেনি। আদালতে কারো কোন জেল-জরিমানাও হয়নি। ভাবটা যেন, সেদেশে কোন অপরাধই ঘটেনি। ভারতীয়দের মানবতাবোধ ও মূল্যবোধের এটিই প্রকৃত অবস্থা। এমন একটি দেশ থেকে কি সুস্থ্য পররাষ্টনীতি আশা করা যায়? দেশটিতে দাঙ্গার নামে হাজার হাজার মুসলমানকে জ্বালিয়ে মারার উৎসব হয় বার বার। সাম্প্রতিক কালে আহমেদাবাদে যে মুসলিম গণহত্যা হল সংখ্যালঘূদের বিরুদ্ধে তেমন কান্ড পাকিস্তানের ৬০ বছরের জীবনে একবারও হয়নি। বাংলাদেশের ৪৫ বছরের জীবনেও হয়নি।
কংগ্রেস নেতা মাওলানা আবুল কালাম আযাদ লিখেছিলেন,‘‘আফ্রিকার কোন জঙ্গলে কোন মুসলমান সৈনিকের পায়ে যদি কাঁটাবিদ্ধ হয় আর সে কাঁটার ব্যাথা যদি তুমি হৃদয়ে অনুভব না কর তবে খোদার কসম তুমি মুসলমান নও।”-সুত্রঃ মাওলানা আবুল কালাম আযাদ রচনাবলী, প্রকাশক: ইসলামী ফাউন্ডেশন, ঢাকা। এমন চেতনা মাওলানা আবুল কালাম আযাদের একার নয়, এটিই ইসলামের বিশ্ব-ভাতৃত্বের কথা। যার মধ্যে এ চেতনা নাই তার মধ্যে ঈমানও নাই। বাস্তবতা হল, বাংলাদেশে যেমন সেকুলারিজমের জোয়ারে ভাসা ভারতপন্থি বহু ক্যাডার আছে, তেমনি প্যান-ইসলামের চেতনায় উজ্জিবীতত বহু লক্ষ মুসলমানও আছে। করিডোরের পথে সাক্ষাৎ চোখের সামনে তথা হাতের সামনে মুসলিম হত্যাকারি ও মসজিদ ধ্বংসকারি ভারতীয় সৈনিকদের কাছে পেয়ে এদের কেউ কেউ যে তাদের উপর বীরবিক্রমে ঝাঁপিয়ে পড়বে না সে গ্যারান্টি কে দেবে? তাছাড়া ১৯৪৭ সালে বাংলার মুসলমানগণ যে স্বাধীন পাকিস্তানের জন্ম দিয়েছিলেন তা নিজ বাংলার বাঙালী হিন্দুদের সাথে কাঁধে কাঁধ মিলিয়ে নয়, বরং অবাঙালী মুসলমানদের সাথে কাঁধ মিলিয়ে। সে চেতনা ছিল প্যান ইসলামের। সেটি কি এতটাই ঠুনকো যে আওয়ামী বাকশালীদের ভারতমুখি মিথ্যা প্রচারনায় এত সহজে মারা মরবে? চেতনাকে শক্তির জোরে দাবিয়ে রাখা যায়, হত্যা করা যায় না। আর ইসলামি চেতনাকে তো নয়ই। ভারত সেটি জানে, তাই বাংলাদেশ নিয়ে তাদের প্রচণ্ড ভয়।
তাছাড়া বাংলাদেশীদের প্রতি ভারতীয় সৈনিকদের আচরণটাই কি কম উস্কানিমূলক? প্রতি বছরে বহু শত বাংলাদেশী নাগরিককে ভারতীয় বর্ডার সিকুরিটি ফোর্স তথা বিএসএফ হত্যা করছে। তারকাটার বেড়ায় ঝুলিয়ে রাখা হয় তাদের লাশ। এবং এর কোন প্রতিকার কোন বাংলাদেশী পায়নি। নিরীহ মানুষের এমন হত্যাকান্ড বিএসএফ পাকিস্তান সীমান্তে বিগত ৬০ বছরেও ঘটাতে পারিনি। এমনকি নেপাল বা ভূটান সীমান্তেও হয়নি। বাংলাদেশের স্বাধীনতা ও সার্বভৌমত্ব ভারত সরকারের কাছে যে কতটা মূল্যহীন ও তুচ্ছ এবং দেশের জনগণ যে কতটা অরক্ষিত -সেটি বোঝানোর জন্য এ তথ্যটিই কি যথেষ্ট নয়? বহুবার তারা বাংলাদেশের অভ্যন্তরে কয়েক কিলোমিটার ঢুকে হত্যাকান্ড ঘটিয়েছে। ইচ্ছামত গরুবাছুড়ও ধরে নিয়ে গেছে। বাঁধ দিয়ে সীমান্তের ৫৪টি যৌথ নদীর পানি তুলে নিয়েছে বাংলাদেশের মতামতের তোয়াক্কা না করেই। ফারাক্কা নির্মান করেছে এবং পদ্মার পানি তুলে নিয়েছে এক তরফা ভাবেই। টিপাইমুখ বাধ দিয়ে সুরমা ও কুশিয়ারার এবং তিস্তার উপর উজানে বাঁধ দিয়ে বাংলাদেশকে পানিশূণ্য করার ষড়যন্ত্র করছে। এদের মুখে আবার প্রতিবেশী মূলক সহযোগিতার ভাষা?
অধিকৃত বাংলাদেশ
ভারতের আগ্রাসী ভূমিকার কারণ ভারতবিরোধী চেতনা এখন বাংলাদেশের ঘরে ঘরে। বেতনভোগী কয়েক হাজার র’এর এজেন্ট দিয়ে এমন চেতনাধারিদের দমন অসম্ভব। সেটি ভারতও বুঝে। তাই চায়, বাংলাদেশ সরকার ভারত বিরোধীদের শায়েস্তা করতে বিশ্বস্ত ও অনুগত ঠ্যাঙ্গারের ভূমিকা নিক। শেখ হাসিনার সরকার সে ভূমিকাই বিশ্বস্ততার সাথে পালন করছে দেশের শত শত ইসলামপন্থি নেতা কর্মীদের গ্রেফতার ও নির্যাতন এবং ইসলামী বইপুস্তক বাজয়াপ্ত করার মধ্য দিয়ে। অথচ এটি কি কখনো কোন মুসলমানের এজেণ্ডা হতে পারে? শেখ হাসিনার সরকার রীতিমত যুদ্ধ শুরু করেছে দেশের ইসলামপন্থিদের নির্মূলে। সেটি শুধু জামায়াতে ইসলামীর বিরুদ্ধে নয়, সকল ইসলামী দলের বিরুদ্ধেই। কে বা কোন দল একাত্তরে অখণ্ড পাকিস্তানের পক্ষ নিয়েছিল সেটি তাদের কাছে বড় কথা নয়, বরং কারা এখন ইসলামের পক্ষ নিচ্ছে সেটিই তাদের বিবেচনায় মূল। এবং তাদের বিরুদ্ধে যুদ্ধেও নামছে। আওয়ামী বাকশালী পক্ষটি এমন একটি যুদ্ধের হুংকার বহু দিন থেকে দিয়ে আসছিল এবং এখন সেটি শুরুও হয়ে গেছে। বাংলাদেশের ঘাড়ে এভাবেই চাপানো হয়েছে একটি অঘোষিত ভারতীয় যুদ্ধ। এ যুদ্ধের ব্যয়ভার যেমন ভারতীয়রা বহন করছে, তেমনি কমাণ্ডও তাদের হাতে। বাংলাদেশ বস্তুত এ পক্ষটির হাতেই আজ অধিকৃত।
হাসিনা জনগণের সমর্থণ নিয়ে ক্ষমতায় আসেনি। জনপ্রিয়তা হারানো নিয়েও তার কোন দুর্ভাবনা নেই। সে দুর্ভাবনা ও দায়ভারটি বরং ভারতীয়দের। শেখ হাসিনা ক্ষমতাচ্যুত হলে আওয়ামী লীগের চেয়েও বেশী ক্ষতিগ্রস্ত হবে ভারত। তখন বিপদে পড়বে ভারতের প্রায় বহু বিলিয়ন ডলারের বিশাল বাজার। বিপদে পড়বে উত্তর-পূর্ব ভারতে তাদের যুদ্ধ। চট্টগ্রাম বন্দরে আটককৃত ১০ট্রাক অস্ত্র নিয়ে হাসিনা সরকার প্রমাণ করে ছেড়েছে তাঁর সরকার ভারতীয়দের কাছে কতটা গুরুত্বপূর্ণ। বলা হচ্ছে, সে ১০ট্রাক চীনা অস্ত্র আনা হয়েছিল উলফা বিদ্রোহীদের হাতে পৌছানোর জন্য। হাসিনা ক্ষমতাচ্যুৎ হলে ভবিষ্যতে ১০ ট্রাক নয় আরো বেশী অস্ত্র যে বিদ্রোহীদের হাতে পৌছবে তা নিয়ে কি ভারতীয়দের মনে কোন সন্দেহ আছে? ভারতীয় নেতারা কি এতই শিশু যে তারা সেটি বুঝে না? তাই ভারত চায়, শেখ হাসিনার আওয়ামী-বাকশালী সরকার শুধু ক্ষমতায় থাকুক তাই নয়, বরং ভারতের সাথে উলফা বিরোধী যুদ্ধে পুরাপুরি সংশ্লিষ্ট হোক। এ যুদ্ধে যোগ দিক সক্রিয় পার্টনার রূপে, যেমনটি দিয়েছিল একাত্তরে।
অনিবার্য হবে ভারতের সামরিক হস্তক্ষেপ
কাউকে নিজ ঘরে দাওয়াত দিলে তাকে নিরাপত্তাও দিতে হয়। মেহমানদারির এ এক মহা দায়ভার। নিজ গৃহে অন্যের উপর হামলা হলে সেটি আর তখন আভ্যন্তরীণ বিষয় থাকে না। তাকে বাঁচাতে অন্যরা তখন ঘরে ঢুকার বৈধতা পায়। তাছাড়া শত শত মাইল ব্যাপী করিডোরে শত শত ভারতীয় যানবাহন ও হাজার হাজার ভারতীয় নাগরিকদের নিরাপত্তা দেয়ার দায়ভার কি এতই সহজ? পাকিস্তান, ইরাক, আফগানিস্তান, ইয়েমেনসহ বিশ্বের বহু দুর্বল দেশে নিজেদের নিরাপত্তার দায়ভার মার্কিনীরা নিজ হাতে তুলে নিয়েছে। এখন সেসব দেশে মার্কিনীরা লাগাতর ড্রোন হামলা চালাচ্ছে। ফলে ভারতকে করিডোর দেয়ার ফলে সে করিডোরে চলমান ভারতীয় যানবাহনের উপর হামলা হলে তখন নিরাপত্তার দায়ভারও ভারতীয়রা নিজ হাতে নিতে চাইবে। তখন বাংলাদেশে ভারতীয় সৈন্য সমাবেশ যেমন বাড়বে, তেমনি বাড়বে তাদের উপর হামলাও। এর ফলে তীব্রতর হবে যুদ্ধও। এভাবেই বাংলাদেশের কাঁধে চাপবে ভারতের যুদ্ধ।
ভারত জানে, করিডোর দিলে ভারতের যুদ্ধে বাংলাদেশকে নামানো সহজতর হবে। কারণ করিডোর দিয়ে চলমান ভারতীয় যানের উপর হামলা রোধে বাংলাদেশের প্রতিরক্ষা বাহিনী তখন সীমান্ত ছেড়ে কামানের নলগুলি নিজ দেশের জনগণের দিকে তাক করতে বাধ্য হবে। দেশটি তখন পরিণত হবে আরেক ইরাক,আরেক আফগানিস্থান বা কাশ্মীরে। করিডোরে চলমান ভারতীয় যানবাহনের উপর হামলা হলে বাংলাদেশের রাজনীতিতে ভারতীয় হস্তক্ষেপও বাড়বে। বাড়বে ভারতীয় সৈন্য সমাবেশও। কারণ, ভারতীয় যানবাহন ও নাগরিকদের নিরাপত্তা দিতে ব্যর্থ হলে ভারত নিশ্চিয়ই চুপচাপ বসে থাকবে? ভারত তখন বাংলাদেশকে একটি ব্যর্থ রাষ্ট্র আখ্যা দিয়ে নিজেদের যানবাহন ও নাগরিকদের নিরাপত্তা নিজ হাতে নিতে আগ্রহী হবে। যে অজুহাতে মার্কিনী বাহিনী পাকিস্তানের অভ্যন্তরে ঢুকে যাকে ইচ্ছা তাকে গ্রেফতার করছে বা হত্যা করছে, এবং যখন তখন ড্রোন হামলা করছে, সেটিই যে ভারত বাংলাদেশের অভ্যন্তরে করবে তা নিয়ে কি কোন সন্দেহ আছে? ভারতীয় বিএসএফ যেটি বাংলাদেশের সীমান্তে করছে সেটিই করবে দেশের ভিতরে ঢুকে। ভারতীয় বাহিনীর সে কাজে মার্কিন যুক্তরাষ্ট্রের সরকার ও তার পশ্চিমা মিত্রগণও যে ভারতকে অকুণ্ঠ সমর্থন দিবে -তা নিয়েও কি কোন সংশয় আছে? মার্কিন যুক্তরাষ্ট্র তো ইতিমধ্যে জানিয়ে দিয়েছে, ভারত দক্ষিণ এশিয়ায় আঞ্চলিক শক্তি রূপে দায়িত্ব পালন করুক। অর্থাৎ আফগানিস্তান এবং ইরাকে মার্কিন যুক্তরাষ্ট্র যা কিছু করছে সেটিই ভারত বাংলাদেশ এবং পাশ্বর্ব্তী অন্যান্য দেশে পালন করুক। ভারত একই ভাবে মার্কিনীদের পাশে দাড়িয়েছে আফগানিস্তানে। বরং ভারতের আব্দার, মার্কিন বাহিনী যেন পুরাপুরি আফগানিস্তান ত্যাগ না করে।
ভারতের বিদেশ নীতিতে সম্প্রতি আরেক উপসর্গ যোগ হয়েছে। ভারতের যে কোন শহরে বোমা বিস্ফোরণ হলে তদন্ত শুরুর আগেই ভারত সরকার পাকিস্তানীদের পাশাপাশি বাংলাদেশীদের দায়ী করে বিবৃতি দিচ্ছে। যেন এমন একটি বিবৃতি প্রচারের জন্য পূর্ব থেকেই প্রস্তুত থাকে। কিন্তু এ অবধি এমন কাজে বাংলাদেশীদের জড়িত থাকার পক্ষে আজ অবধি কোন প্রমান তারা পেশ করতে পারিনি। এমন অপপ্রচারের লক্ষ্য একটিই। করিডোরসহ ভারত যে সুবিধাগুলো চায় সেগুলি আদায়ে এভাবে প্রচন্ড চাপসৃষ্টি করা। ভারতীয় পররাষ্ট্রনীতির এটিই হলো এখন মূল স্ট্রাটেজী। লক্ষ্যনীয় হল, সেদেশে বার বার সরকার পরিবর্তন হলেও বাংলাদেশের প্রতি তাদের এ নীতিতে কোন পরিবর্তন নেই। কিন্তু বাংলাদেশের জন্য বিপদ বাড়বে যদি এ লড়ায়ে বালাদেশ ভারতের পক্ষ নেয়। পণ্যের পাশাপাশি সৈন্য ও সামরিক রশদ তখন রণাঙ্গণে গিয়ে পৌঁছবে বাংলাদেশের মধ্য দিয়ে। ফলে পূর্ব এলাকার মুক্তিযোদ্ধাদের কাছে প্রতিপক্ষ রূপে চিহ্নিত হবে বাংলাদেশ। আজ অবধি বাংলাদেশের বিরুদ্ধে যারা একটি তীরও ছুঁড়েনি তারাই পরিণত হবে পরম শত্রুরূপে। তখন সসস্ত্র হামলার লক্ষ্যে পরিণত হবে বাংলাদেশের সামরিক ও বেসামরিক স্থাপনা। তখন অশান্ত হয়ে উঠবে দেশের হাজার মাইল ব্যাপী উত্তর ও পূর্ব সীমান্ত। অহেতুক এক রক্তাক্ষয়ী যুদ্ধে জড়িয়ে পড়বে বাংলাদেশ। কথা
