China makes new electric cars tax-free | Environment | theguardian.com

China will exempt electric cars and other types of "new energy" vehicles from purchase tax, the government said, as it seeks to reduce pollution and conserve resources.

The State Council, or cabinet, said that buyers of new energy vehicles – fully electric, hybrid and fuel cell cars –would not have to pay the levy from September to the end of 2017, according to a statement.

The tax is 10% of the net value of the vehicle, according to state media.

"For achieving industrial development and environmental protection, this is a win-win," the state council said in a statement on Wednesday.

The exemption applies to imported vehicles as well as domestically produced ones, the statement said, adding the government would compile a catalogue of eligible models.

China has sought to increase ownership of electric and hybrid vehicles to ease chronic pollution and reduce reliance on oil imports, but high prices, lack of infrastructure and consumer reluctance have been obstacles.

The government has set a target of having five million new energy vehicles on the streets by 2020.

But China has only 70,000 currently in use, the China Daily newspaper reported on Thursday.

The central government also offers outright subsidies for electric passenger car buyers, which were set at $5,700 to $9,800 last year, while local incentives can bring the price down further.

Lack of charging stations and the desires of Chinese consumers - many first time owners - for big, flashy vehicles have hurt electric car sales.

Policymakers are seeking to move away from state spending to domestic consumption as a key driver of the economy, which has been slowing.

Several foreign auto makers have announced plans to develop environmentally-friendly vehicles in China, despite the currently small market.

US electric car maker Tesla Motors has also caused a stir with aggressive marketing and by pitching its imported vehicles to luxury buyers in China, although analysts say they might only find a niche market.

Tesla said they would open up a factory in China. That should lower the price significantly. Plus they are going to build a lower priced model.

Could this be the first car built in China to be exported to the US?

Sigh, I have bought BYD Qin 3 months ago which is a electric car(dual model) and it had been operated for over 3200km.

If the tax-free policy come out earlier that is mean I could save 10k more. :pissed:

But it is really good for domestic new energy car market.

China has been building Japanese cars destined for the United States for years now. For example, Nissan has opened a new Infiniti plant in Da Lian just this year. Nissan has been in China for quite some time already.

I personally am not a fan of the new energy cars, they take much capital to maintain and find their power capability sub par.

I will choose my 2014 Toyota 4 Runner, Limited edition over any electric car cr@p out there.

In Japan, my father drives a Toyota Land Cruiser, Limited. Not these electric cars, those are for those who cannot afford, or who are liberal minded pro-environment mindset.

:lol::lol:

I doubt about Electricity power total efficiency.

They said if you drive an electric car with oil, its going to hurt the earth more than electric car.
But if you look carefully, From oil - > velocity, and electric->velocity here you go

oil -> oil transportation -> oil refinery->oil transportation -> velocity

Waterfall power plant \
Coal Power plant |----> electricity transportation ---> velocity
Nuclear Power plant /

From above you can see, if the source of electric is dirty, e.g. coal power plant, it may cause the environmental damage MORE than oil.

I wonder the total efficiency of this 2 systems, which one is more efficient, meaning less input for the same output velociy.

I stand by my previous statement. Electric cars are far inferior and unreliable as compared to gas-powered.

I will pick my 2014 Toyota 4Runner Limited over a Prius. :lol::lol:

I dont think so.

First,electric car is the trend.

Second, electric car's cost is far less than gas-powered cars. (around 20%)

Third, electric car is reliable now though some risks exists like gasoline cars but the energy output is far more efficient than gasoline car.

New energy car market will boom this year in China.

For those who have money, cost effectiveness will never be an issue. This is why Toyota Land Cruisers ($80,000) remain a best selling unit.

Pakistan should follow suit. Electric Cars would help our environment.

I've test driven Tesla S in LA last month and fall in love with it.
A deadly combo of beauty, performance and comfort!!

All note that, a car registration plate in Shanghai cost approx 10~15K$. It's free for full electric car :)

Apart from domestic makers such as BYD,I foresee BMW also winning a big chunk of the market。

It's not about money. It's zero emissions will do good to your environment.
I have said before that energy output and drive efficiency of electric car is not less than gasoline powered car.

It's an opportunity for domestic brand to promote market occupancy. I support BYD though it has many rooms for improvement.

I would have said the same thing a few years ago. My sister has a Prius and it never impressed me.
Reviewers gave it thumbs up but never said It posed a threat to pure gas engined cars. Some other companies made hybrids but never really took the tech seriously.

However the Tesla is a game changer. Reviewers say its a no-brainer that electric is the future.

I don't know, we'll see. Maybe after my lease is up, I'll try a 'car', but as it stands, have been an SUV driver since ..well, since i was in high school. My first SUV was the 2003 Mitsubishi Montero, Limited.

Meanwhile in "civilized" "progressive" "democrazy for the people" "free market" U.S.A. the goverment is doing their best the slow and cripple this kind of modern technology for the sake of the fossil fuel lobby
