So we have two camps:
1- Those who believe Islam MUST be implemented by force.
2- Those who believe Islam should not and must not be implemented by force.
But both sides believe that Islam should rule the world.
Main objective is to inform non muslims about islam, once majority of any country converted to islam and start practicing then shariah can be implemented.In that case force can be used if minority (non believers) resisted.
So do we see those in no. 2 actively engage in refuting those in no. 1? No. Or more accurately -- statistically insignificantly 'No'. More often than not, those in no. 2 are more interested arguing against us non-believers about how Islam should not be implemented by force, as if us nonbelievers matters much on how Islam is practiced by both camps. If anything, no. 2 is quite happy that no. 1 is doing the 'dirty work' of trying to rid the world of us nonbelievers, either in killing us off or forcing us to convert...er...I mean 'revert'. It is far safer and easier to argue against nonbelievers than to challenge those who are willing commit violence on behalf of Islam.
First stage is to convence and involve muslims to practice islam at desired level in the second stage to run a islamic state use of force against criminals is allowed.
