Sir G, none of us could change the mindset and such practices. Consider the previous picture where the 'complete plant' is operational to transport produce from the pond to the markets; definitely belongs to some farmer/businessman; though in winter the price is fish is usually high and farmers earn good profits but stay short to spend on facilities for a hygienic environment.
As you said, 'Jab aisay kaam chal sakta hai tu fazool paisa laganay ki kya zaroorat hai'.

Pakistan to Focus on Shrimp Farms to Increase Foreign Exchange

By Ahsan Gardezi
Nov 18, 2022

The government has decided to increase the number of shrimp farms from 3,500 to 10,600 under the revised pilot shrimp farming cluster development project.

The pilot shrimp farming cluster development project worth Rs. 5,397.84 million, which was specifically for Punjab province, has been revised and is now being extended to Sindh, Balochistan, and Islamabad Capital Territory.

The project is part of the Agriculture Transformation Plan (ATP) and an effort for technological adoption in the fisheries sector. It will be jointly implemented by the Ministry of National Food Security & Research, the Fisheries Development Board (FDB), and the Provincial Departments of Fisheries (Punjab, Balochistan & Sindh).

The pilot shrimp farming cluster development project was earlier approved in 2019 and it was only for the Punjab province. The project is planned for completion in 2024.

However, National Coordination Committee (NCC) has decided to revise the shrimp farming project to upscale the number of shrimp farms from 3500 to 10600 and include Sindh and Balochistan in the scope of the Project, the source said.

It was further decided that instead of the provision of subsidy on the Purchase of Shrimp Seed and Feed by the private sector, the subsidy should be provided on shrimp farm development including pond construction and development of allied infrastructure, the source added.

The Committee fixed the ratio of farm construction subsidy to Rs. 120,000/ acre for a maximum of 10 acre/farmer and development of shrimp farms on 7,200 acres in Punjab, 1,100 in Balochistan, and 2,300 acres in Sindh.

The committee also decided that 50 percent cost of farm construction will be shared by private shrimp farmers selected by the provincial fisheries departments, while out of the remaining 50 percent cost, the Federal and provincial will share it equally.

The proposed model is based initially on semi-intensive shrimp farming culture in which a low stocking density of 60,000 shrimp seeds will be stocked in each one-acre pond.

Commercial shrimp feed will be used and some aeration at the time of acute shortage of oxygen will be introduced. The expected yield per acre is about 1450-1500 kg with a 30-gram average weight, which may fetch the rate of Rs. 800-850/kg.

The economics of a one-acre shrimp farm based on this model will be: Gross income of Rs. 1,100,000-1,150,000 while the operational cost of one acre is estimated at Rs. 550,000-600,000 and the expected net income will be around Rs. 500,000-550,000/acre per crop.

Trout farming in Pakistan

Allied Ventures Limited’s Trout Farm in Gilgit-Baltistan. About 80 farms nearby benefit from aquaculture knowledge sharing and future demand creation for processed trout.

How did AKDN get involved in trout farming in Pakistan? It all began, in May 2019, when Industrial Promotion Services (IPS), a division of the Aga Khan Fund for Economic Development (AKFED), launched a company by the name of Allied Ventures Limited (AVL) to spearhead agricultural projects.

When members of IPS visited Gilgit-Baltistan in February 2020, just before the COVID-19 pandemic broke out across the country, they discovered a trout farm in Gilgit. They also discovered that rainbow trout bred in natural glacier water are classified as premium quality fish due to the fresh and unpolluted nature of the water source.

The potential was there, but upon researching the issue, it was discovered that although the quality of fish produced in Gilgit could contribute to uplifting the local economy, the trout market in Gilgit-Baltistan was relatively small and faced unforeseen hurdles. Residents could not afford the expensive trout. And with tourism severely impacted by the pandemic in 2020, local trout farmers faced challenges in selling their produce.

But AVL saw an opportunity. What about freezing it and offering it up in Islamabad, Lahore and Karachi? The task was to create a processing facility that could also freeze trout. AVL, therefore, established a trout processing factory in Gahkuch, Gilgit-Baltistan – the first of its kind in Pakistan that meets the highest European standards and HACCP (Hazardous Analysis and Critical Control Point) guidelines.

Dispatched from the fish farm in an icebox, the trout arrives at the factory, where it undergoes rigorous quality checks, including being blast frozen at a temperature of -35 degrees Celsius, before being packaged. This retains nutritional qualities and increases the shelf-life of the fish from seven months to an astounding 12 months. The trout are then dispatched down the country in refrigerated trucks with controlled temperatures of -18 degrees Celsius.

AVL successfully acquired three cold storage facilities to aid this new market, now located in Islamabad, Lahore and Karachi. The company ensures peak quality of the trout by keeping strict quality control in place at the factory and storage facility.
Despite being established amidst the COVID-19 pandemic, all required standard operating procedures are followed throughout the process to ensure the good health and safety of workers and the customers

As a result, approximately 80 farms, close to AVL’s Trout Farm in Gilgit, benefit from aquaculture knowledge sharing and future demand creation for processed trout.
AVL sees other such success stories. By empowering farmers through agricultural assistance, AVL (and IPS, AKFED and AKDN) helps improve yields, provides enterprise development, employable skills, natural resource management and financial security – all the means for farmers to become self-reliant.
