ISLAMABAD: Pakistan has substantial potential to increase tax receipts without imposing new taxes or increasing their rates. The country’s tax revenue potential would reach 26 per cent of GDP, if tax compliance were to be raised to 75 per cent, which is a realistic level of compliance for lower middle income countries. This means that Pakistan’s tax authorities are currently capturing only half of this revenue potential — the gap between actual and potential receipts is 50 per cent, according to a new document prepared by the World Bank titled Pakistan Revenue Mobilisation Project, published recently.

This comes against the backdrop of revenue shortfall which the government has sought to diminish with the Washington-based lender’s assistance of $400 million for the revenue mobilisation project to be implemented by the Federal Board of Revenue (FBR) aiming to contribute to a sustainable increase in domestic revenue by broadening the tax base and facilitating compliance. The credit of $400m will come from World Bank affiliate, International Development Association (IDA).

However, the FBR has internal challenges which it needs to overcome as it has a negative impact on tax receipts. According to the project document, unlike most revenue authorities in the world, the FBR is not organised along functional lines, nor does it have a clear hierarchical structure. FBR is a large organisation with a nationwide presence and more than 21,000 staff, of whom about two thirds work for the Inland Revenue Service (IRS) and one third for the Pakistan Customs.

Also, lack of coordination between the federal and provincial governments has a negative impact on total tax receipts, as well as complicating taxpayer compliance. The different rules applied by the federation and the provinces generate frequent disputes, especially over input adjustments for GST taxpayers.

The document says that Pakistan needs to increase its tax revenues to ensure fiscal sustainability and generate fiscal space to finance much needed investments in human capital and infrastructure.

The project document also highlights the share of tax revenue collected by the provinces remains small at nine per cent of total receipts but has been growing rapidly, from 0.4 per cent of GDP in 2010-11 to 1.2 per cent in 2017-18. Despite this progress, tax receipts still fall short of 15 per cent of GDP, which is the minimum that international experts consider adequate to cover the basic expenditure needs of developing countries, it says.

Nevertheless, the country’s revenue performance has improved significantly in recent years, rising from 9.5 per cent of GDP in 2011-13 to 13 per cent in 2017-18. This increase in tax revenues has resulted from tax policy measures, notably reduction in tax exemptions for specific industries, and improvements in tax administration at the federal and provincial levels.

Transformation roadmap
The current government is quite keen to increase tax revenues and improve performance of the FBR which has, according to the policy document, developed a transformation roadmap which envisions that the FBR would become a semi-autonomous revenue authority with financial, managerial and operational autonomy.

This would involve a degree of financial and managerial autonomy from the regular controls and procedures of the federal government.

Key changes would include security of tenure for the FBR chairman for a fixed mandate, a financing formula whereby the FBR’s budget would be fixed as a share of previous year’s receipts — one per cent and flexibility to use its budget across budget lines as needed.

The proposed project will support the implementation of the FBR’s roadmap over the next five years. The roadmap consists of three parts: a ten-year vision for the FBR’s institutional transformation, three-year dynamic implementation plan (1920-22) to be updated annually and short-term action plan for accelerating revenue collection in 2019.

The roadmap also highlights measures to strengthen the technical expertise and improve the performance of the FBR’s human resources. Technical expertise will be strengthened by establishing technical streams for core tax administration functions for career FBR officials and by externally hiring specialised staff for procurement, human resources, and communications.

The project will support key initiatives and targeted results under the FBR’s transformation roadmap. The project’s interventions therefore focus on equipping the FBR with the needed ICT tools and technical skills to make effective use of taxpayer information using big data techniques and modern risk-based tools for more efficient, targeted compliance control and enforcement.

FBR has already launched several initiatives under the roadmap including new payment options for taxpayers and ongoing review of tax laws and regulations to simplify and make them more accessible to taxpayers.

I personally think there is nothing wrong with additional taxes as long as they are only affecting the rich of the country. We need non fillers to be taxed heavily in indirect ways so that more people can start to file taxes. I think government put a restriction on non fillers so they are unable to buy a car above 1300 cc then they removed it. Was very disappointed with its removal.
 
When Imran Khan / PTI was in the opposition, they used to scream day and night that the rich should be taxed and the poor should be spared.

As soon as they came to power they forgot the rich and intensified taxation of the poor.

Non Tax Payers should be dealt like they are dealt in the west.
You raise an assessment, post it, they have 14 days to pay. If not paid in time, interest is levied.
After few more notices, start legal proceedings, involving prosecution and confiscating their properties, bank account freezing etc.
That's the only solution.

The biggest problem in Pakistan is the men have no balls.
Take current situation. Before elections IK and PTI said they can raise 4000 billion in taxes.
It is a realistic expectation. But in reality impossible to implement unless you show balls.
What happened, as soon as the men with the money realised they may have to cough up the taxes according to their income and life styles, they started to blackmail the government.
The slowing down of economy and taking the money out of the country, result of those blackmailing tactics.
I am afraid they succeeded.
Results is for all to see. They keep their money in properties, for disposal of it, they don't pay any taxes. They keep it in shares and bonds, once again, the lobby is strong, no taxes. Or they do money laundering, take money out and invest in Dubai, London, Malaysia, Turkey, etc.etc.

A corrupt nation, full of men with no balls.
No chance of success until you are ready to show some balls, and start to catch and jail the corrupts.

Once again another hurdles, the men with no balls in judiciary. They would release the corrupts.
Even if they are jailed, the men with no balls in the jail, would provide them best facilities, and help them as much as possible, while men with no balls in Advocacy find a way out with men in judiciary.
Thus the corrupt get out no matter what, while Pakistan suffers.

What you are saying is absolutely correct. I have been very disappointed with this government due to reasons like this, just like you mentioned... they aren't taking any significant and controversial steps to make this a better place. There are tons of things that can be done to improve this country but IK is proving to be very incompetent. All talks and no action.

They need to tax the rich more, and reduce the taxes on the poor, or this mantra of " Riasate e Madina" will haunt the leaders in their graves till the end of time. I'd like to see them squirm their way out of this one!

It was never meant to be for Top 1% , Top 5% , Top 30%
The way taxes work is aim for 100% and you get 80% the 20% your Tax Collectors search and seek
 
All IK does it groundbreak insignificant stuff like that recent uni and give speeches, its like he has tons of time on his hand to go to stuff like this instead of sending one of his ministers. We didn't elect our PM to give good *** speeches, we elected him to bring significant change to this country which he has failed to.

We predicted this U-Turn.

It was just another promise during electioneering, who cares. PTI was only lying to get the votes I suppose. Never mind.

On the bright side, PTI is only asking people to suffer until 2028.
 
World bank is right if the existing Population can pay their dues all is well no additional taxes needed but when that is not case then Adjustments are needed

Taxation is not suffering , it is part of Nation Building

People who promote Subsidy culture , create that culture so that vast population become used to handouts and they can become the Raja Maharaja of Province

Nawaz /Bhutto were Maharaja products

The Country's Tax collection should be functional so 80% yearly needs are met from it

If you look at budget deficit and revenue loss by FBR because of corruption and incompetence than saying that Pakistan need no new taxes isn't BS. Because our current budget deficit 6% while estimated leakages in tax collection is between 40-50% - So, If government is able to plug even 20% of these leakages than we will be having 14% more funds to spend instead of being in negative.
 
In my humble Opinion drop this Corruption Hole Institute all together. Dissolve FBR and Provincial PRAs. Separate customs and VAT Department as an independent Department, Create District level Tax Collection Agencies for Income Tax having their own structure and Legislation as required. Link them to Local Bodies. Make Mini Budgets at District level.
While Create a Federal Tax Collection Body Under Ministry of Finance that can collect required amount of tax from District Bodies from their surplus or Donate to them for their deficit.
This system of FEDERAL REVENUE is bound to fail in a country like Pakistan

I want the third priority on the top. Maryam is portraying like she is whiter than white. This woman is a poison for Pakistan, she is a fraud. IF she is allowed to stay in politics despite giving false document to the SCP, and convicted, then there is something fundamentally wrong with Pakistanis characters, and Pakistan would not survive.
