I think that is one of the condition of the Indian govt that they are not to be allowed to spend any money and Pakistan accepted this. Silly really, this is a good idea but not for austere Pakistan- who is paying for the construction?

That's a stupid condition, once its built. The condition should be abolished on the grounds of "our land, our rules"
