I dont think R&AW deserve to be part of best agencies ..... we have lost a lot of people due to terrorism and its a huge failure on intelligence , currently situation has improved but still its not in the league of best intl agencies

i have seen numerous articles over the last decade ranking the ISI as number 1 and im talking about international articles from foreign countries not jingoistic homegrown patriotic nonsense for example this is a Russian RT article but how? Why?

exactly .... CIA, KGB or Mosad can even topple the govts around the world yet ISI is right at top ... there must be a different criteria involved while preparing this list ... being a pakistani i consider ISI the best because of patriotism.... however logically story would be different

What does ISI do better then the rest of the world that we are getting this ranking?

Every bas*tard on the face of earth who wants to kill, sabotage, plant bombs, test out new explosive, assassinate, get's to kill who they want in Pakistan including Presidents, Prime Minsters down to children can do with impunity in Pakistan. And ISI will look the other way. That marks it to the top of the list.

And the politicians can blame everything on "the foreign hand".

ISI is the best intelligence agency cause of the way it came into being.
It was created with the help of the British so their expertise played a big part and as the name suggests "Inter Services" so it was supposed to be a go between all the intelligence agencies of the country. It was created for that reason after the debacle of coordination between different agencies in the war of 1948. But the structure created by the British and perfected by adding a Pakistani touch to it or should I say Punjab police touch to it made it so much better that it took over most of the agencies it was coordinating between.
Then later American help made it a more technically sound department, but the real magic happened during the Soviet Afghan War when CIA was fully involved and they taught ISI all the crafts of this trade known to them.
All those teaching were immediately put into practical world by going against one of the best agencies of the time KGB and gave them such a crushing defeat that their is no KGB anymore (of course CIA played a big part in that as well).
Their real test started after all the American help was gone and they were on their own without big budgets.
Fast forward to these days and today ISI has the lowest budget of all the agencies listed above and the largest number of employees. With all these limited financial resources they put human force at work and competed with the best agencies some of whom are declared enemies and still not only survived but are doing a pretty good job of keeping this country safe.

The biggest draw back ISI has is their hands are always tied behind their back. If our economy stabilizes and in turn our defence budget gets a boost their performance would increase manifolds.
The best way to make ISI even better is to make a separate agency for domestic security like NSA and make ISI a totally foreign oriented agency, then no laws would apply on them.
