Awami League is spreading propaganda deception everyday that they will get fund from here and from there. None of these has any credibility but to deceive people. Fund is not the issue at the moment, real issue is Awami League corruption.

What important to note that Awami league regime still has not made public the World Bank corruption evidence that was provided to Sheikh Hasina.

$3 billion is not small amount considering we have other priorities. This amount has to be extracted from budget within the 3 years span. Bridge can not be built little by little. Once work starts you have to finish that within the time engineers set for it.

It is actually big amount. If you are following Bangladesh economy and banking sector, Awami League regime virtually bankrupted Bangladeshi bank by borrowing from banks to subsidize rental power plants that were awarded to Awami party man.

Now Awami league regime putting up deception show that they will issue bond and take money from govt employees pension fund, put tax on each mobile call etc. All these senseless Awami League regime talks are making banking sector and investors in capital market and in telecom sector very nervous. Any further govt loan will collapse banking sector and capital market. Domestic investment which already been dried up because of govt borrowings and interest rate to borrow shoot up to 18% for investors. Capital market which already severely damaged by Awami league regime, went further down in last few days (3 and half year low) on fear of further govt borrowing.

So in reality domestic funding if Awami League regime goes through will crash already damaged Bangladesh economy.

Japan hopeful of new framework

DPM says Japan will talk to other donors; Bangladesh govt decides not to request WB now for review of its fund cancellation

Japan thinks the Padma bridge project could be undertaken under a new framework of donor arrangement now that the World Bank has cancelled its funding commitment in the project.

Japan's Deputy Prime Minister Katsuya Okada conveyed the message when Foreign Minister Dipu Moni called on him in Tokyo yesterday.

Okada further assured that Japan would pursue the donor groups including the Asian Development Bank to embark on a negotiated settlement in respect of the project, said a foreign ministry press release from Tokyo.

Meanwhile in Dhaka, the cabinet yesterday decided that the government would not request the WB to reconsider its decision to cancel the Padma bridge loan. However, it would be open to talks if the global lender realised its mistake and wanted to review its decision. :rofl: :rofl:

“The government firmly believes it did not make any mistake. The World Bank has made an unjustified decision. Discussions can take place if it realises its mistake and intends to review its decision, but the government will not make any request to it at this moment,” Cabinet Secretary Mosharraf Hossain Bhuiyan told journalists after a cabinet meeting.

At the meeting chaired by Prime Minister Sheikh Hasina, the cabinet also decided to mobilise both internal and external resources for the multipurpose bridge.

Mosharraf said the government would welcome the co-financers -- ADB, Jica and Islamic Development Bank -- if they showed interest in financing the project. “We hope to get positive response from them.”

The WB cancelled its $1.2 billion credit for Padma bridge project on June 29, claiming it has proof of a corruption conspiracy involving Bangladeshi officials, executives of Canadian firm SNC-Lavalin and individuals.

DIPU MONI IN TOKYO

In Japan to attend the international conference on Afghanistan, the Bangladesh foreign minister also met her Japanese counterpart Koichiro Gemba and Jica President Akihiko Tanaka separately.

At the meeting with Gemba, Dipu Moni reiterated Dhaka's firm resolve to initiate the Padma bridge project on its own and sought Tokyo's support in this regard as a "trusted friend and partner".

Highlighting the measures taken by the government to ensure absolute transparency in the project, she said the government was ready to undertake the project with its own resources, but it would appreciate if countries like Japan could extend their support.

In response, Gemba confirmed that the Japan government understands the feelings of the people of Bangladesh with respect to the significance of the Padma bridge project.

He reaffirmed that Japan would pursue the possibility of funding the project along with other bilateral and multilateral donor agencies.

Later, meeting top Jica officials, Dipu Moni explained Bangladesh's position regarding the WB's cancellation of the Padma bridge loan. She told them that the bank neither followed the due process nor gave any credible evidence about alleged corruption in the project.

Apart from Jica President Akihiko Tanaka, the meeting was attended by Jica Director General Nakahara Masataka, Jica Chief Representative in Bangladesh Toda Takao and Jica Director for South Asia Division Ichiguchi Tomohide.

Dipu Moni said that the government was determined to start work of the Padma bridge without further delay, and that it would ensure "zero tolerance" for corruption in executing the project.

The foreign minister urged the Japan government to remain "steadfast in its pledge for continuation of the project".

The Jica president expressed regret over the WB's decision.

He said they were satisfied with Dhaka's firm determination to go ahead with the project and commitment to ensuring transparency and accountability in the process.

Tanaka also mentioned that Jica, as the implementing agency, would consult all other government agencies in Japan to further discuss the possibilities of "continuation of funding the project" under the new framework of arrangements.

CABINET MEET

The Padma bridge issue dominated the cabinet meeting, though it was not on the day's agenda.

Finance Minister AMA Muhith made a presentation on the project.

Cabinet Secretary Mosharraf Hossain Bhuiyan said the bridge's construction would start primarily with the country's own resources, and then the government would start looking for other sources.

“The prime minister has instructed the ministries to be selective in implementing projects. She said not all allocations are needed at once to implement the projects. In this way, we can save some money this year and channel those to the Padma bridge project,” he said.

Mosharraf said people from all walks of life had shown interest in contributing to the project and the cabinet decided to explore all options available.

“Since we have to import construction materials with foreign currency, we need to mobilise resources in terms of foreign exchange. Many expatriate Bangladeshis have expressed their willingness to contribute to the project. We can get a large chunk of their remittance.”

He said $275 million would be required this year to start the construction work.

“The prime minister said $1 billion can easily be used from the foreign exchange reserve.” The government can also issue some bonds, said Mosharraf.

On mobilisation of external resources, he said the National Board of Revenue can also take steps in this regard.

He said the Finance Division and the Economic Relations Division will work out how much foreign exchange will be required for the project.

Wishing anonymity, a minister told The Daily Star the government had got some proposals for loans at 4 percent interest. Officials were now at talks to bring down the interest rate to 3 percent.

Why Awami League regime is not making the WB evidence public? And why not investigate the people WB identified? Looks like its not only minister who are involved, its Hasina here self and her son Sajeeb Wazed Joy may have been implicated (directly or indirectly). Now nation has to pay the price for Awami League regime looting. Looting arrangement even before bridge construction started.

The kind of secrecy involved was like as if there is a secret military project over there :woot:

Stocks plunge on govt move to build Padma bridge with local funds

Angry investors on Monday staged demonstration after the general index of Dhaka bourse hit five months low in panic sell-offs following the prime minister’s announcement to construct proposed Padma bridge with locally mobilised funds. DGEN, the benchmark general index of Dhaka Stock Exchange, plunged by 2.98 per cent or 127.67 points, to close at 4,145.00 points on the day.

Earlier on February 12, the DGEN had dipped to 4,010.79 points which was lower than Monday’s. The day’s trading began in a negative zone as investors started to go for sell-offs after prime minister Sheikh Hasina on Sunday announced in parliament that the government would build the Padma bridge with domestic funds after the World Bank withdrew from the project.

Investors feared that the capital market which has been facing fund crisis because of liquidity shortage in the banking channel would face further fund crunch if the government goes for collecting funds from local sources to build the bridge.
The DGEN fell by more than 140 points within 1:50pm as the news broke that the cabinet endorsed the PM’s plan at a meeting on Monday morning.

‘The market has been in depression after the World Bank withdrew funding $1.2 billion for the Padma bridge a few days back. Investors were sensing that the government might opt for local funding and when the PM announced her plan on Sunday evening, investors went for massive sell-offs today,’ said a stockbroker on Monday. The World Bank, the main donor of the project, cancelled its $1.2 billion credit for the Padma bridge on recently claiming to have evidence of corruption in the much-vaunted project.

The Asian Development Bank, another donor to the project, also canalled its fund commitment on the same ground.
There has already been a severe liquidity crisis in the financial system as well as the capital market—thanks to unabated high borrowing by the government from banks.
Investors feared that additional borrowing by the government to construct the padma bridge would further hit the capital market. After the close of day’s trading, investors brought out procession in Motijheel near the Dhaka Stock Exchange and blocked the road at around 2:45 pm.
They staged a demonstration for 15 minutes in front of DSE and then marched to the Securities and Exchange Commission office at Dilkusha.

Investors laid a siege to the SEC office for half an hour before police dispersed them form the area. The turnover of Dhaka bourse, however, increased to Tk 164.58 crore on Monday from that of Tk 115.70 crore the previous day amid panic-driven sell-offs. Of the 269 issues traded, 20 advanced, 241 declined and eight remained unchanged.

Mozena rules out Yunus link to Padma loan cancellation

US Ambassador in Dhaka Dan Mozena on Tuesday ruled out any link of Prof Muhammad Yunus with the Padma bridge loan cancellation by the World Bank.

Asked whether the issue of Prof Yunus, who was removed from the Grameen Bank by the government, influenced the WB to cancel its loan commitment, Mozena said, “It is wrong… it is really very wrong. There is no link with them.”

He also dismissed that the United States had a hand behind the cancellation of the loan agreement for the Padma bridge project.

“I was very disappointed that the World Bank chose to cancel the loan… The bridge is good and crucial idea for infrastructure development. I hope ways can be found to revive the idea,” Mozena said at a meet-the-press organised by the Jatiya Press Club.

Replying to a question whether the United States will play any role in reopening dialogue between the World Bank and the Bangladesh government, Mozena said he is trying to get better understanding of the process.

“US is not part of the crisis… this is an issue between the World Bank and the Bangladesh government,” he added.

In an oblique reference to the long row over the corruption allegation in selection of consultants for the bridge, the US envoy expressed his disappointment that the World Bank and the Bangladesh government were not able to proceed with this critical project. “I know an investigation is on in Canada,” he said.

“It has to start again. I must hope that the Bangladesh government and the World Bank can find way to meet each other’s needs,” he said and reiterated that the US always supports the Padma bridge construction very much as the bridge could bring direct benefit of about 47 millions people of the region.

Personally I do not like this sissy Cholti-kolkata accent, it is one that was brought in vogue by our Bengal renaissance affected immigrant Bengal Muslims from West Bengal. I prefer Dhakaiya, where I grew up and of course our regional Comilla dialect, which both my parents speak.

By the way, Dhaka was established at least a few hundred years before by "Timurid" Mughals and was a thriving city when Kolkata was a sleepy village. Lalbagh killa, Id gah mosque in Dhanmondi, many ruins are still there from those periods, before Bengal's capital was moved to Murshidabad. May be we should open a thread for Turkic and Mughal ruins in Bangladesh, so people are refreshed with the memory of their own history, and not go into off topic discussions here.

Greater Kustia zone accent is the best among both east and west Bangla.

This is not possible by this thug associations. They started the own fund tone after being kicked by World Bank on corruption row. Now why will people support own fund...how they believe their money is in right hands? You wouldn't suggest the way you are doing now if you saw that a mere flyover construction work in Dhaka stopped midway few days ago for lack of finance. A govt. who can't smoothly finish a flyover project can never organize a giant 3 billion dollar project. Now it seems our thug govt. will start the bridge work somehow to show their arrogance and impose unsustainable burden on the people of BD in future.
