Because beheadings gives a heart shaking warning to people who may intend to commit heinous crimes like murder and drug trafficking some things which American or more precisely their ruling elite doesn't want to eliminate (the real serious crimes).
Drones are legal because it just helps them to kill who so ever is not willing to play at their hands or who's on their opposing side as no one cares about morals. It's just eyewash.
 
What the CIA needs to do is that they need to reveal how the UAV operators collect information. They don't go out and just blow up a random person like the media depicts.
 
As per the OP; because drone strikes specifically target terrorists, (While unfortunately and tragically killing non-combatant civilians that cowardly terrorists love to use as human shields.), whereas those same groups like ISIS/IS and al-Qaeda use beheadings to terrorize people into submission and out of a mentally twisted and blasphemous interpretation of the Islamic faith.

They are pathological mass murderers, who's victims are unarmed and in their custody. They intentionally target civilians, women and children included. They are sick and barbaric.
