What is the weapon in the hands of guy at the back?

Saw this picture... and looks like the guy at the back has a flame thrower??

its a pressurized gun being used to spray a view-blocking foam type agent so the hostage-takers etc cant see thru the windows. Looks similar to a flamethrower in configuration with tanks and all but its not.
It is as per my opinion by looking at the photo .

If it was a flame thrower the guy would be at the front as their goal is to toast the enemy first. It's most likely tear gas or some sort of pepper spray.

Water gun in that size won't have the necessary power .more like a gun to spray crowd with burning substance like pepper spray .

If you look at the bus in that picture you will notice that the windows and doors have been sprayed with some kind of white "paint" to obstruct the view of the hijackers. That was most likely sprayed by that "gun".
