Saudi Arabia and Russia agreed during a visit to Moscow by The Saudi King Salman in a meeting with Russian President Vladimir Putin on a deal to supply a number of Russian weapons systems to Saudi Arabia. The Saudi Ministry of Defense and Russia signed contracts to supply the advanced air defense system (S-400), Antitank Kornet-EM systems, rocket launchers (TOS-1A), Automatic grenade launchers (AGS-30), AK-103 and its ammunitions.

Saudi Arabia and Russia also signed a memorandum of understanding to transfer and localize the technologies of those systems in Saudi Arabia.

These agreements, including the commitment to localization of technology and the manufacture of these systems, came as the culmination of efforts by the Crown Prince MBS to overcome the difficulties and challenges during his previous visits to Moscow.

According to the MoU, the localization and local content will be as follow:

It is expected that 30-50% of the systems included in the MOU will be localized in line with the vision of the Kingdom of 2030, which aims to achieve a 50% localization rate of the Kingdom's military expenditure by 2030.

Under the MoU, the Russian side shall undertake to transfer the technical know-how and intellectual and technical property necessary for the design, engineering, production, manufacture, promotion, repair, modification and maintenance of:

• AGS-30
• Kornet-EM
• TOS-1A
Including ammunition and spare parts for these systems.

The memorandum also stated that the two parties would cooperate in developing a detailed plan for the localization and maintenance of parts of the advanced S-400 air defense system. The parties intend that the technology transfer contracts will include, among other things, indicators to measure the performance of this commitment.

Contract for the general conditions of the Kalashnikov AK-103 :

Includes the complete transfer of technology and manufacture of the AK-103 and its 7.62 mm ammunition, meaning 100% localization of this weapon in Saudi Arabia.

It also includes the training of a group of Saudi cadres In the facilities of the Russian manufacturer of Kalashnikov rifle AK-103 and its ammunition.

Important to note: A team of Russian experts visited the kingdom, reviewed existing capabilities and visited a number of private factories operating in the field of casting, molding and metalworking, Which are complementary to the Kalashnikov AK-103 rifle project.

Expected jobs:

The agreements are expected to provide about 2,000 to 3,000 direct and indirect jobs, mostly in advanced technology and engineering, and in general the company is expected to create 40,000 direct jobs and 30,000 indirect jobs by 2030.

These agreements are expected to contribute SR 200-300 million to GDP. The company is expected to contribute 14 billion riyals to GDP by 2030.
