China will accelerate the overhaul of its overly-invested iron and steel sector to bring it back to a "basically balanced level" by 2017, the industry ministry said.

The Ministry of Industry and Information Technology (MIIT) said it would aim to bring industrial average profit rate and return on assets to a reasonable level, with more than 80 percent production capacity utilized, according to its industry policy draft published Friday.

This is the latest move from the government to tackle overcapacity, which has plagued China since the 2008 financial crisis.

China produced 823 million tonnes of crude steel last year, accounting for over 50 percent of world's total output.

The draft proposed to speed up the merger and acquisition process to create three to five major steel producers by 2025 and will ensure the 10 largest companies account for no less than 60 percent of total output.

The ministry also plans to perfect market access and exit rules to dissolve excessive production.

The draft outlined that factories' pollutant emission and energy use should be in line with national standards, with the aim that all solid waste will be recycled by 2025.

MIIT will also help establish more research centers, labs and industrial associations to encourage innovation in the sector.

China has begun to solicit opinions on energy conservation, emission cut, market access and environmental protection to help realize the goals.

The government has been at pains to digest production gluts in "favored" sectors, including steel, caused by rapid expansion with little regard for real market demand. The once-overheated sector is now undergoing a bitter winter, with many small steel makers filing for bankruptcy and some large producers struggling.

As demand continued to shrink and signs of overcapacity became more apparent, the government in 2013 vowed that it would slash production by 80 million tonnes by 2017, roughly equal to the annual output of the United States, the world's third largest producer. In 2014, 31.1 million tonnes of steel smelting capacity was eliminated.

However, the tough times are likely to continue this year. The ministry admitted that although the country had banned new factories, crude steel output may continue to rise with previous construction projects still in operation.

In addition, sluggish steel demand is showing no signs of improvement.

A Moody's report pointed out that domestic demand will be limited this year dragged down by the slowing economy and weakness in real estate market.

The China Iron and Steel Association (CISA) also cautioned that the economic slowdown and structural adjustments were dampening the appetite for steel, adding more pressure to a sector already suffering from overcapacity.

The CISA asked steelmakers to actively adapt to the changes and transform their business model to foster new profit growth.

@Edison Chen @Shotgunner51 I think you guys can help me. I can't believe any person can remove his eyes from the most data which is that there is over capacity in steel, cement and hard industry sectors.

2. Corruption
3. Rape
4. Undernourishment
5. Lack of decent infrastructure
6. Lack of logistics
7. Pollution (partly due to burning of bio-degradables)
8. Populism and nepotism

10. Unhygienic stuff (water, sewage, food etc)

There are overcapacity issues in some raw material resources industries, many of our clients from those industries failed their business, so we rejected their financing application due to the overdue. The default ratio of my company is rising. I guess the performance of real economy has already exerted a bad influece on bank industry.

One of the function of One Belt One Road is to help our companies to consume those overcapaticy inventories and maintain their opearting activities. It is true couple of years ago, but now, at this point of time, the problem is lack of effective demand of steel, cement and so on.

Isreal and Jewish people in particular have immense soft power, they dominate much of Hollywood and the Global Media. However, global opinion towards Israel ranks it alongside North Korea at the very bottom.

So how did it actually help things for them on the ground? It didn't, anti-semitism keeps growing bigger and bigger across the globe. Despite the enormous soft power and influence they have.

What matters a lot more for them is their military power. Now that actually does save them on the ground.

Don't underestimated the power of soft power. Even our ancestor understand this wisdom. And yes, right now PRC is lack of soft power compared to the western country.

Now, if you read some of ancient strategy that written by one of our great strategist in the past (I forget who), there was a wisdom that said like this " To win the war, one must fight with the righteous cause." I forget who. Maybe Huang Shi Gong, or Sun Tzu.

That wisdom said that "If you fight with righteous cause, the people will side with you, but if you fight to oppose it, the people will become your enemy.

It is not about light and darkness and good or evi like in the fantasy novell. But more about the power who have more soft power in the conflict compared to the other. Yes, without the hard power, soft power will be insignificant. but think about this. With hard power, you can make the other people see you seriously. Maybe even fear to you. But if added with soft power, they will see you in an awe. Even without hard power, soft power make people smile to your country, and not vice versa.

CPC won against KMT because of the soft power. They got the support of the peasants. Just compare the two of them. Who got more hard power? CPC or KMT? But at the end CPC won because they had more support from the people compared to KMT.

And guess what is the most powerful soft power in this world? Religion. Just try to bomb the mosque Al Haram in Mecca. And you'll become the enemy of all muslim in this world. All Jew think about Israel very positively, and christian people see the western countries in an awe.

Japan anime is also a sort of soft power, although not that powerful. But with that, people think about Japan differently now compared to the past.

So what about PRC soft power now? The Mao era propaganda is already out of date now. They could strike the heart of the simple peasant of their era, but can't do anything to people from the foreign country. The current CPC propaganda maybe can strike a lot of Chinese, but they lack the power to influence the people who is not Chinese or Hua ren.

What happen to Hongkong is because you lack of the soft power that can influence those ignorant kids. And the appearance of those people who adore liberalism / democracy in your country is also the proof that you need to boost your Soft Power further.

So basically, I agree that China need to seriously upgrade their soft power further. If they have an ambitious to become the world power. Well, unless you want to be branded as the evil empire by those victims of the western soft power, then improve your soft power is the answer of that.

China's problem is they have a lot of old rockets and unguided bombs that are taking up a lot of prime real estate. The dumb weapons can reach New Delhi with high accuracy but Chinese leader do not want to use it.

When your people got brainwashed by your enemy, they will fight against you for the benefit of your opposition.And think about it, even if you have many ICBM, if your brainwashed citizens captured them, then those weapon won't do anything for you anymore.

China's biggest problems are English teachers and NGOs operating in China.

No, believe me, just invent a better propaganda and soft power (maybe develop our culture further, or upgrade our entertainment industries) and those English Teachers and NGO will love China more than their own country. And of course, better soft power make you feel better to your own country :) Hey, my ancestor come from the same country as your ancestor. So I don't have any bad thought about China. And think about it, my current view of China is the result of the soft power too, although it's more of the blood than the propaganda.

Because China is not a country that plays second tier to another country they will always be demonize by them. I have to admit that Chinese leaders are not as good in propaganda as the west. Even Russia has RT News. China has CCTV, a pro-Western news source that glorifies the west.

I want to recommend you that culture inflence need the material base.Without it ,the so-called soft power cant be build any way.The HongKong is not satisfate with mainland ,cause the mainland develop so fast than their image.Thier Psychology cant accept it.When HongKong under the Britsh control,why did the HongKong try to resist the British for thr right of electing the HongKong governor?Only reason is that the propaganda for CCP is negtive and the western is positive.
