ISLAMABAD: The Persepolis Declaration of 1975 describes literacy as “not an end in itself. It is a fundamental human right.” Indeed, literacy is an indispensible means of acquiring education and a requisite for basic education which was recognised as a human right over 50 years ago.
Like other countries around the world, the International Literacy Day was observed on September 8 by Pakistan, despite the fact over 30 million of children aged 4 to 16 are not enrolled in schools. Literacy and the ability to read and write enables people to access new sources of information, express their own thoughts and understand another person’s point of view.
Since 1966, United Nations Educational, Scientific and Cultural Organisation (Unesco) has supported and played a lead role to observe the International Literacy Day, with a view to reminding the international community that literacy is a basic human right and the foundation of all learning. The theme of this year’s International Literacy Day – ‘Literacy and Peace’ – however, seems to be irrelevant in the context of Pakistan which allocates a paltry percentage of its budget on education.
Presently, the overall literacy rate in Pakistan is 58%. Male literacy stands at 69%, while the literacy rate among females is 45%. Around 7 million children aged 5 to 9 are not enrolled in schools, whereas more than 30 million children aged 4 to 16 have no access to education.
Though Article 25A of the 18th Amendment in the Constitution ensures free and compulsory education to children up to age 16, not a single province has taken any steps to implement the clause to provide education to its people.
“The provinces have not legislated the article, nor have their raised their budget allocation to education to implement it, even after over two years have passed since the amendment was made,” said Arshad Saeed Khan, Education Advisor to Unesco. “There is no change as far as the improvements in terms of the quality and quantity of education is concerned for the last two years,” Khan said.
Without the government increasing the funding for education, international support will not bring any significant change to improve the standards of education in Pakistan, he said.
“There is a crucial need of legislation by the provinces to implement Article 25A and raise the education budget to a significant level to ensure free and compulsory education to each child,” he added.
Zafarullah Khan, Executive Director of the Centre for Civic Education said that education was vital for socio-economic development and Pakistan could only face up to its challenges if it concentrated on education.
“Due to the absence of any guarantee from the state, we are not sure whether each child born today will be able to go to school after five years,” Zafarullah said.
“Under the Constitution, it is the state’s obligation to provide free and compulsory education to children. Provinces must take immediate steps to legislate the clause to provide free and compulsory education to over 30 million children who are deprived of this fundamental right,” he said.
Zafarullah added that poverty was the key factor of the high rate of dropout of children from schools, which, he said, also needed to be addressed.

I wonder from where they come us with these numbers..
There hasnt been a census for as long as i can remember..
The lase census was in zia's times..

Are you suggesting that in the absence of census it can be much worse.....?............:unsure:
 
The last census were conducted during 1998.It's more than a decade now.And all hue and cry we listen on the media is about elections and political issues.The same reasons because of which census were delayed in 2008.

Quality education and it's availability to masses (quantity) ,we are lacking in both.
Who knows...?
The condition can be grim,in the absence of a reliable data.

it just means we arent in a crisis like india, education is expensive for the poor yes, but they still manage to do it,,,,so we are far from indian even coming close

Taking a census periodically is very essential, cannot understand the reason why Pk's not had one for the last decade and a half. If there are problems in FATA and Baluchistan at least Punjab and Sindh could have had a state census.

How can you say so in the absence of any census data.as for india it does census every decade right from 1951 so it gets better pic where it is lacking to concentrate its energies .

Children 0-4 dont go to school, %age of Children from 4-16 should be 30-33 %

33% of Pakistani Population=33/100*180m=59.4m

So you are suggesting that half of the children in Pakistan dont have education. Are you Effing Kidding me? I wonder why some Indians wake up looking to post something against Pakistan. If you are on this forum, you must be aware that we dont consider ET a credible source. Its a foreign funded propaganda tool, therefore dont say that you are quoting a Pakistan. You must benefit from your common sense as well.

With 25 million children out of school across the country, Pakistan is only second to Nigeria, beating India which has a-billion-plus population, in the world with the most number of children out of school, says the annual report released on Friday by the Society for the Protection of Children’s Right (SPARC)

The report titled ‘The State of Pakistan’s Children 2011’ paints a grim picture of the status of children in the country as various development indicators suggest that the children here lag behind in many basic facilities (mainly education and health) that are universally considered as their inalienable right.

Given the state of affairs, the report concludes, Pakistan, as a low-income developing country, will fail to achieve many of the Millennium Development Goals set for 2015.

Your literacy is just 58% and education budget just 0.9% of GDP, it is possible that 50% of your childrdn can't afford education.

So here you come from 30 to 25 million. Very well! You perhaps should read and see which organization had conducted this survey. I heard about it for the first time, SPRAC! Search on internet to know that most of the credible institutes around the world conduct such survey starting from age group >10 and >15. A world Bank's survey last time i saw, started from >15. Just visit the website of this NGO and see the overall behavior and posts there. A typical dollar Hungary website, in lines with western propaganda.
 
Those not registered are either going to private NG schools or religious schools - in Punjab - only a small minority are not going to school. Another foreign funded NGO trying to gain funds by showing a bleak outlook.
