I would have to imagine those are parts that Volvo can't make themselves. I know that GE itself outsources a few critical parts that require extremely specialized casting technology to specialist US companies. I expect a few of the manufacturing techniques are export controlled - you can ship the parts with Congressional approval, but the manufacturing cannot be moved offshore.
