You seem to misunderstand the situation. Japan has no issue with russia at all. Its russia that wants a peace teraty with japan and japanese investments. Japan says it will only do so when the kurils are given back. You want force japan to invest in the russian east? Japan is perfectly fine the way it is. Its russia that needs money.

The move you can see here is a clear method from russia. Japan wants all 4. Russia offers two islands. Habomai and Shikotan. Japan refuses to accept only two and wants 4. That goes since 50 years now. Russia is in bad economic situation and want to add pressure so Japan finally accepts two islands and investments come in.

Its a simple diplomatic tactic and no reason to flip out.
