Morocco is actually in a process to get submarines.

Portuguese Navy will train future Moroccan Navy submariners

July 13, 2019 9:30 AM

Portuguese Defense Minister João Gomes Cravinho received this Friday (12) his Moroccan counterpart, Abdellatif Loudyi, in São Julião da Barra Fort, in Lisbon, where they talked for about an hour. The Moroccan minister also visited the Arsenal de Alfeite, as well as the Lisbon Naval Base.

“We talked about the possibility of intensifying the cooperation between our navies and also about the maintenance part of the Arenal de Alfeite. The minister was attentive to the fact that Arsenal is developing new capabilities, notably submarine repair and maintenance, and Morocco is interested in developing an underwater capability, ”said the defense minister.

"By the way, this is an area of cooperation between us, and we will work with Morocco to develop its underwater capacity and, therefore, the Arsenal de Alfeite was part of this conversation," said the Portuguese minister, pointing out that "this is a relationship that already old ”and which the Government expects to“ have a continuity ”.

In practical terms, this cooperation involves the presence of “some Moroccan submarines” in exercises aboard the Portuguese submarines Arpão and Tridente, explained Gomes Cravinho.
“Morocco is in the process of acquiring submarines and therefore needs to have knowledge about how navies and submarines from neighboring countries and friends operate,” said the Minister of Defense, noting that “Moroccan submarines are geared to work in areas neighboring Portuguese submarines, so it is very important that they know each other well and share information. ”[\b]

According to João Gomes Cravinho, “this way there are obvious synergies to be gained for both sides” since, observed, Portugal and Morocco share a “very large maritime border” and “similar concerns regarding airspace management of the Atlantic".

Speaking to journalists, the Defense Minister also pointed to “common concerns” between Portugal and Morocco, including “in the area of Europe-Africa relations, work on migratory flows” or “fight against terrorism”. Thus, Portugal's main geostrategic challenges “are important challenges for Morocco and vice versa”.

“In this context in which the world geostrategy is changing very rapidly,” appear “new challenges, new difficulties, new problems” that require more attention and therefore it is “extremely important” that there is a “close, frequent dialogue with Morocco”. ”, Stressed João Gomes Cravinho.

The meeting between the two ministers also addressed the presence of the two countries on missions of the United Nations (UN), namely in the Central African Republic (CAR).
“We discussed a little about the situation in CAR. Portugal and Morocco have forces present in the region and the Moroccan Defense Minister has confided to me that they intend to remain present in the CAR, as well as in Congo, where we have no forces at this time, ”said the Defense Minister.

Although Portugal cannot “be everywhere”, the minister stressed that “it is very important for others to be present, because Congo is also a zone of very large potential instability”. Portugal will continue to be part of the UN mission, the minister said.

“We will continue at MINUSCA. We currently have our national forces deployed by the end of the year, we are now working on the prospects for 2020 and I believe that it will be necessary to continue the work of our NDR [Central National Force] in the Central African Republic, ”he said.
