Romania aims to buy US F-35 fighter jets to boost air defenses

They have little money....Is this in the form of loans?
It depends on what you understand as "little money"....Romania has a state budget of 132 billion dollars, with 19 million, people. As a comparison Turkey has 239 billion with 4.5xtimes the population ,while Pakistan has only 33 billion dollars budget with 12 times the population.

Will this be “deployment” because Romania (having been there) is kinda poor as far as Eastern European nations go.
Romania is rather poor as Western European nations go,at a nominal GDP of almost 350 billion dollars in 2023 with 18.5k per capita is rather so and so per world and EEuropean standards.....and with a 8billion plus military budget, which will grow yearly,it can cover a 5 billion investment for atleast 32 F35's, which will probably be spread over 8 to 10 years payment plan.....quite easily

Only this year, Romanian parliament has approved about 10 billion dollars in military purchases.....54 M1A3 Abrams,Vshorad and Shorad AA batteries, 90 SPH (probably K9 Thunders),another 150 Mowag Piranha 5 on top of the allready 277 acquired,27 Isreali armed Heron UAV's,etc...

49 of them.....the Romanian MoD sees the need to replace them on a 1 per 1 basis in 10-12 years time frame.....hence the need of a 32 F35 contract this year or early 2024 with deliveries between 2029....2031,followed by a follow on option for another 16-18 "birds" in 2026-2027
