I think there should be a thread called 'Report Thread' in this section-
A user can post the offensive post in that thread- and the MODS can take action against it-
The MOD can delete the post which he finds not offensive or/and he can delete the post from the "Report Thread' thread after the required action has been taken-
This way reporting and the subsequent actions will be more transparent and effective-
