Actually India is an underdeveloped young nation-state. So NO world does not learn from India, and noone is asking you to learn from India too. But if a comparison is somehow important to you, then yes, the stability of our governance system is there for all to see. Definitely not ISI. but as already said, its points to the work of an agency. and the only agency behind bombay at least was CIA. david headley had been a double agent working for them for years. once the indians started getting clues about it a few months into the investigation, they got furiously suspicious with america not handing headley over. amreeka had to promptly send their undersecretary of state to calm things down, hold a few meetings with corporate elites, then the indian government shut up and went back to doing what they know best: blame everything on Pakistan. the lawyer probably started to uncover those links again, a bit too much for uncle sam's liking.

Anyway RIP to the brave Zulfiqar, may Allah swt grant mercy to his soul.
